Role Overview
As part of the United Nations Office for Disaster Risk Reduction (UNDRR), the PFM Consultant for Uganda will work to bring governments, partners, and communities together to reduce disaster risk and losses to ensure a safer, more sustainable future. The consultant will be responsible for conducting assessments, building capacity, and ensuring financial preparedness for resilient recovery and reconstruction. The Consultant will work under the overall supervision of the UNDRR Economic Affairs Officer.
Key Responsibilities
Inception and Coordination
- Organize and participate in inception calls and progress meetings with the Office of the Prime Minister (OPM), Ministry of Finance, Planning and Economic Development (MoFPED), and other relevant central finance agencies (e.g., Budget Directorate, Treasury Services, Accountant General, Internal Audit).
- Introduce and sensitize stakeholders to project objectives, methodology, and expected outputs.
- Coordinate closely with UNDRR and national focal points throughout the assignment.
PFM-for-Recovery Assessments
- Review and provide input to UNDRR’s PFM-for-Recovery Assessment Guide.
- Collect and review documentation on the national PFM system, including legal and regulatory frameworks, budget processes, fiscal decentralization arrangements, disaster risk financing instruments, and climate finance frameworks.
- Compile background information necessary for the PFM assessment based on the PFM-for-Recovery Assessment Guide, leveraging previous PFM assessments (e.g., PEFA, climate-PFM, DRF studies).
- Organize and conduct interviews and consultations with key stakeholders, including MoFPED, the Office of the Auditor General, National Planning Authority, and sector ministries.
- Conduct analysis based on a structured PFM-for-Recovery assessment framework tailored to the Ugandan context.
- Identify data gaps relevant to disaster-responsive PFM, institutional and capacity gaps, policy reform needs, and process improvements.
- Ensure gender-responsive and inclusive analysis, considering impacts on women and marginalized groups.
- Facilitate validation sessions/workshops with government and stakeholders to review findings and draft workshop reports.
- Prepare a draft PFM assessment report for Uganda and corresponding presentation materials.
Capacity Building on PFM for Recovery
- Develop PowerPoint presentations and supporting training materials for two capacity-building workshops.
- Focus on risk-informed fiscal planning, budget allocation/tagging for disaster and climate risks, recovery financing, and transparency in recovery spending.
- Support the organization and facilitation of workshops and document workshop proceedings and recommendations.
Qualifications and Experience
- Education: Advanced university degree (Master's degree or equivalent) in public finance, economics, public policy, development studies, or related fields. A first-level university degree with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
- Experience: Minimum of five (5) years of relevant experience in public financial management (PFM), fiscal policy, or public sector reform.
- Technical Skills: Required experience in PFM diagnostics or assessments (e.g., PEFA) or climate-related PFM.
- Government Engagement: Experience in capacity building and facilitation with government officials is required; experience working with Ministries of Finance is required.
- Regional Experience: Experience in Uganda is required.
- Preferred: Experience in gender-responsive budgeting or inclusive public finance is desirable.
