Role Overview
The Performance and Impact Lead works within the Ministry of Health to support the Division of Community Health Services. This role focuses on impact and performance, informing policy, guidelines development, and advocacy on key health service delivery issues. It is a strategic blend of program management, technical advisory, knowledge management, and operational leadership designed to accelerate quality, performance, and scale. The lead will guide the monitoring and evaluation (M&E) system for reporting progress and maintain reporting procedures, information assets, and guidelines.
Key Responsibilities
Standardize Performance & Implementation Frameworks
- Define and maintain core performance indicators, standard workflows, and quality assurance criteria for digitally enabled Community Health Worker (CHW) programs.
- Collaborate with MOH Data Engineering and M&E teams to standardize metrics, data definitions, and reporting templates across counties.
- Collect and synthesize evidence and operational lessons to produce actionable guidance such as playbooks, SOPs, and implementation checklists.
- Maintain a "living" Center of Excellence library for MOH teams.
- Support the CHU4UHC Secretariat to strengthen coordination and performance visibility across coalition members.
Performance Intelligence & Data Use
- Define and monitor Key Performance Indicators (KPIs) across all health programs to provide insights and identify bottlenecks.
- Foster a "data-first" culture, ensuring supervision teams use real-time dashboards for daily decisions.
- Provide oversight of advanced and predictive analytics to forecast health trends and resource needs.
- Establish rigorous data validation protocols to ensure the integrity of frontline data.
- Serve as the lead for data ethics, ensuring compliance with national digital sovereignty and privacy standards.
- Translate complex datasets into compelling narratives for government stakeholders, donors, and partners.
Government Engagement & Program Management
- Lead impact and performance projects, managing timelines, risks, budgets, and stakeholders.
- Provide day-to-day coordination for deliverables and government-led milestones.
- Train and coach digital leads, program managers, and M&E staff on digital CHW platforms and data governance.
- Design and track uptake strategies including digital adoption and learning cycles.
- Ensure compliance with government regulations and contractual requirements.
- Support teams to translate operational models for government adoption and national scale.
Requirements and Qualifications
- Bachelor’s degree in Public Health, Global Health, M&E, Data Science, Statistics, Health Informatics, IT, or a related field; a Master’s degree is preferred.
- Minimum of 5 years of experience in M&E, data science, performance management, digital health, or health systems strengthening.
- At least 2 years in a leadership role within the global health or international development sector.
- Hands-on experience with government digitization initiatives at national and sub-national levels.
- Experience managing multi-country programs and complex stakeholder ecosystems (Ministries, donors, partners).
- Strong program and project management skills including work planning and budgeting.
- Deep understanding of digital health ecosystems (eCHIS, DHIS2, CommCare, OpenMRS) and visualization tools (Tableau, PowerBI, or Superset).
- Proficiency in statistical software (R, Python, or STATA) and impact evaluation methodologies.
- Excellent communication skills for synthesizing technical content for diverse audiences.
