Job Description
The Programme Officer – SRHR supports the design, coordination, and implementation of KELIN’s Sexual and Reproductive Health and Rights (SRHR) programme. This role involves translating the organisation’s mission into effective rights-based interventions, advocacy, community engagement, stakeholder coordination, research, and documentation. The Programme Officer strengthens awareness, access, accountability, and justice on SRHR issues, specifically for vulnerable, marginalised, and excluded populations, in line with KELIN’s mandate to promote and protect health-related human rights. Additionally, the role contributes to advancing legal, policy, and accountability reforms by ensuring that programme implementation generates evidence and influences SRHR systems.
Key Duties and Responsibilities
Programme Planning and Implementation
Support the planning, coordination, and implementation of SRHR programme activities in line with strategic plans, annual workplans, and donor requirements.
Coordinate specific streams of work including county processes, advocacy initiatives, or community accountability interventions.
Translate programme objectives into activity plans, schedules, and deliverables.
Ensure activities are implemented to quality standards, on time, and within budget.
Advocacy, Legal, and Policy Support
Support advocacy and policy-influence initiatives aimed at advancing SRHR.
Contribute to legal, policy, and programmatic analysis on SRHR-related issues.
Prepare policy briefs, submissions, position papers, and other advocacy materials.
Track stakeholder commitments arising from advocacy engagements.
Community Engagement and Capacity Strengthening
Coordinate community dialogues, trainings, and awareness sessions for rights holders, duty bearers, and youth groups.
Design and deliver capacity-strengthening activities to improve knowledge and accountability on SRHR issues.
Support inclusive processes that center vulnerable and marginalised populations.
Stakeholder Coordination and Partnership Support
Maintain working relationships with community groups, CSOs, government actors, and health stakeholders.
Support the coordination of multi-stakeholder meetings and follow-up actions.
Represent KELIN in delegated forums and technical meetings.
Research, Documentation, and Knowledge Management
Generate field-based evidence to inform advocacy, strategic litigation, and policy engagement.
Document lessons learned, case studies, success stories, and promising practices.
Prepare knowledge products and communication content to support learning.
Case Documentation and Access to Justice
Support identification, intake, documentation, and follow-up of SRHR rights violations cases.
Maintain accurate activity and case records.
Assist with referrals and linkages to strengthen access to justice.
Monitoring, Reporting, and Grant Compliance
Track implementation progress against workplans and outputs.
Support data collection, verification, and maintenance of programme files.
Prepare timely activity reports and narrative documentation for internal and donor reporting.
Internal Coordination and Safeguarding
Work closely with MEL, legal, communications, finance, and administration teams.
Support budget preparation, procurement requests, and logistics for events.
Promote safeguarding, confidentiality, and ethical conduct in all activities.
Education, Experience and Competencies Desired
Bachelor’s degree in Law, Public Health, Gender and Development Studies, Human Rights, Social Sciences, Development Studies, Community Development, or Public Policy.
A postgraduate qualification in a relevant field is an added advantage.
3-5 years’ experience in programme coordination or project implementation in SRHR, public health, or human rights.
Proven experience in advocacy, legal/policy analysis, and community mobilisation.
Knowledge of gender equality and health-related human rights.
