The International Livestock Research Institute (ILRI) is seeking a Program Accountant to provide financial management support for various research projects and Science Programs. The role involves preparing internal and donor financial reports, ensuring compliance with institutional and donor policies, and supporting budget development and partner management. ILRI works to improve food security and reduce poverty in developing countries through research for better and more sustainable use of livestock.
Key Responsibilities
Financial Reporting, Audit & Compliance
Prepare detailed monthly, quarterly, and annual internal financial reports for supported projects and Science Programs, highlighting over/under expenditure, commitments, and project end dates.
Identify incorrect entries and collaborate with Program Managers (PM) and Project Investigators (PI) for approval to process adjusting journal entries.
Track donor reporting timelines to ensure timely preparation of reports.
Prepare donor financial reports/statements in collaboration with PMs and PIs for Finance Manager’s review.
Raise invoices and follow up on reimbursements and transfer advices from donors.
Compute project accruals annually and during project close-outs, ensuring they are captured in the correct accounting period.
Identify projects to be audited and facilitate internal and external project audits by providing documents and responding to queries.
Maintain proper soft and hard copy financial records of projects.
Perform post-award functions including receivables/payables reconciliation and budget revisions.
Partner Financial Management & Compliance
Prepare project payment requests for partners in collaboration with Program Managers and Project Leaders.
Ensure partner financial reports are received on time and review supporting documents for compliance with contractual obligations.
Support capacity building of partners to enhance compliance with ILRI and donor guidelines.
Follow up on timely payments to collaborators and share transfer advices.
Enter partner expenditure in Agresso and upload relevant supporting documents.
Budgeting and Proposal Development
Provide advice on unit costs for the development of proposal budgets.
Prepare proposal budgets for review by PMs and Project Leaders.
Support PMs during institutional budgeting and share budgets for uploading in Agresso.
Review Budget vs Actual (BvA) reports frequently and suggest adjustments.
Operational & Administrative Support
Review travel advance requests and expense reports for compliance with ILRI policies.
Review consultant Terms of Reference (ToRs) to ensure payments are legitimate and recorded correctly.
Train alternate positions to ensure operational continuity.
Provide additional support to the unit and work on tasks relating to other programs or finance sections as needed.
Requirements
Bachelor’s degree in Finance, Accounting, or a related field.
Full accounting qualifications such as CPA (K) or ACCA.
At least three years of relevant work experience.
Work experience in a non-profit or international organization.
Work experience in both research and development organizations.
Knowledge of computerized accounting software, preferably Agresso (Unit4).
Strong computer skills.
