Principal Planning Officer

The Principal Planning Officer at North Rift Valley Water Works Development Agency (NRVWWDA) is responsible for driving the strategic growth and financial sustainability of the institution. This senior role involves formulating long-term strategies, identifying revenue sources, and overseeing the economic evaluation of water and sanitation infrastructure projects. The officer ensures that the agency's investments are sound, aligned with national development goals, and supported by robust monitoring and evaluation frameworks.

Key Responsibilities

• Formulate policies, strategies, procedures, and systems for identifying sources of revenue for the institution.
• Develop and review the Institutional Strategic Plan.
• Carry out economic reviews and analysis of investments, programs, and water/sanitation infrastructure projects.
• Provide technical and advisory support to stakeholders and build capacity for economic analysis.
• Lead negotiations for revenue sources and contracts, identifying funding sources and fundraising partners.
• Implement income generation activities and business strategies for resource mobilization.
• Establish and maintain linkages with consultants and multilateral/bilateral financing agencies on economic matters.
• Develop investment proposals to secure sustained funding for agency projects.
• Develop and review water and sanitation master plans for the institution.
• Implement research and planning policies while ensuring the safe custody of planning data.
• Coordinate the preparation of annual plans and budgets, realigning them to institutional goals.
• Oversee the implementation and reporting of Performance Contract targets and project monitoring.
• Conduct economic surveys and facilitate the implementation of resulting recommendations.

Qualifications and Experience

• A minimum of eight (8) years of relevant work experience, with at least three (3) years in a supervisory position.
• Bachelor’s Degree in Economics, Statistics, or an equivalent qualification from a recognized institution.
• Master’s Degree in Economics, Statistics, Project Planning, Monitoring and Evaluation, or an equivalent qualification from a recognized institution.
• Management Course lasting not less than four (4) weeks from a recognized institution.
• Proficient in relevant computer applications.
• Fulfill the requirements of Chapter Six of the Constitution of Kenya 2010.
