Principal Infrastructure Development Officer

The Micro and Small Enterprise Authority (MSEA) is a state corporation established under the Micro and Small Enterprise Act No. 55 of 2012, currently domiciled in the Ministry of Industry, Trade and Co-operatives. The Principal Infrastructure Development Officer (MSEA Grade 4) is responsible for overseeing the design, maintenance, and management of engineering and physical infrastructure for Micro and Small Enterprises. This role bridges technical engineering design with administrative oversight and facility management across various industrial development centers and workspaces.

Duties and Responsibilities

• Designing engineering devices in construction, electrical, mechanical, electronics, civil, and structural works.
• Ensuring maintenance of machinery and equipment, waterworks, offices, workshops, conference complexes, stalls, sheds, exhibition halls, Centers of Excellence, Constituency Industrial Development Centres (CIDCs), godowns, and other MSEA facilities.
• Preparing specifications for projects and new equipment.
• Processing tenders for engineering work and equipment, and maintaining an inventory of machinery and equipment.
• Monitoring the execution of development projects, and supervising and training engineers and technical staff.
• Developing mechanisms and strategies to facilitate acquisitions of infrastructure.
• Coordinating categorization of completed MSE sheds, CIDCs, stalls, showrooms, workspaces, and other incubation facilities.
• Managing infrastructure within MSE work sites.
• Liaising with Counties and Centers of Excellence Managers in allocating newly completed incubation facilities.
• Surveying structures and conditions of buildings to establish defects and requirements for refurbishment, replacement, or modification.
• Preparing sketch plans, specifications, and estimates for building renovations and maintenance works.
• Coordinating collection and reviewing of rent.

Requirements for Appointment

• Bachelors degree in Civil, Mechanical, Structural, or Mechatronic Engineering, Agriculture, Land Economics, Estate Management, Property Management and Valuation, Facilities Management, or its equivalent.
• Masters degree in Civil, Mechanical, Structural, or Mechatronic Engineering, Agriculture, Land Economics, Estate Management, Property Management and Valuation, Facilities Management, or its equivalent.
• At least eight (8) years’ relevant work experience, three (3) of which must have been in a supervisory role.
• Management course lasting not less than four (4) weeks.
• Proficiency in computer applications.
• Shown merit and ability as reflected in work performance and results.
