The Principal ICT Officer at the Commission for University Education (CUE) is responsible for managing the design, development, and administration of applications, systems, and hardware infrastructure. This senior role involves coordinating the automation of organizational processes, monitoring system performance, and ensuring compliance with regulatory and legal requirements. The officer also provides leadership by mentoring and coaching staff, preparing departmental work plans and budgets, and overseeing the implementation of the Commission's ICT strategic plan.
Responsibilities
- Manage the design, development, and administration of applications, systems, physical or virtual hardware devices, operating systems, monitoring services, and directory services for user administration.
- Coordinate the automation of systems and processes within the Commission.
- Monitor and evaluate the performance of ICT systems, taking corrective action where necessary.
- Oversee the development of technical specifications for hardware and software procurement.
- Manage ICT systems to ensure they comply with regulatory and legal requirements.
- Monitor and evaluate the performance of subordinate staff.
- Mentor and coach staff working under the role.
- Manage the implementation of decisions made in departmental meetings.
- Prepare draft annual ICT work plans and budgets.
- Implement the ICT strategic plan and work plan.
- Coordinate the deployment of systems, including training users.
- Implement contracts and service level agreements (SLAs) for the provision of ICT goods and services.
- Undertake research on best ICT practices and emerging technologies to facilitate adoption by the Commission.
- Draft procedures and guidelines for the efficient and effective use of ICT systems.
- Design and coordinate the implementation of corporate ICT projects, including planning, scheduling, managing, and progress reporting.
Requirements and Qualifications
- At least eight (8) years of relevant work experience, three (3) years of which must have been in a supervisory role.
- Bachelor’s Degree in Computer Science, Information Communication Technology, Business Information Technology, or any other relevant qualification from a recognized institution.
- Master’s degree in Computer Science, Information Communication Technology, Business Information Technology, or any other relevant qualification from a recognized institution.
- Certification from relevant professional bodies (e.g., CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+, OCA, CISSP, Linux+, Network+, MCITP, CISA, CISM, CGEIT).
- Registered by a relevant professional body/society and in good standing.
- Completion of a management course lasting not less than four (4) weeks from a recognized institution.
- Shown merit and ability as reflected in work performance and results.
- Proficiency in computer applications.
- Fulfill the requirements of Chapter 6 of the Constitution of Kenya.
