Role Overview
The Principal Digital Health Officer plays a critical role in leading the integration of digital technology into Kenya's healthcare system. This position involves developing and implementing digital health solutions across various domains, including point of care services, health informatics, and information management. The officer is responsible for policy development, system deployment, stakeholder engagement, and ensuring compliance with national and international digital health standards.
Key Responsibilities
Point of Care Services
- Develop initial drafts of policies, strategies, standards, guidelines, legislation, and regulations on point of care solutions.
- Implement concept notes, gap analysis guidelines, and deployment plans for point of care solutions.
- Engage stakeholders to align digital health tools with clinical and system goals.
- Define user roles and permissions and conduct training and user support.
- Implement data quality protocols, point of care solution upgrade plans, and decommissioning processes.
Health Informatics
- Develop comprehensive policies and standards for aggregate health information systems.
- Create regulatory frameworks and legislation for health information management.
- Establish data security and privacy regulations and conduct data protection impact assessments.
- Manage system upgrades, technical enhancements, and the decommissioning of outdated systems.
- Standardize health data metrics and establish data cleaning/validation workflows.
- Design data collection tools and conduct trend analysis, predictive modeling, and forecasting.
- Define key indicators and manage visualization dashboards to monitor usage patterns.
Health Information Management
- Draft policies regarding digital health informatics, research, and health relations.
- Implement concept notes, gap analysis, and deployment plans for health information exchange (HIE).
- Conduct data protection impact assessments for various registries and monitor HIE performance.
- Implementation of decommissioning and upgrade plans for health information exchange.
Systems Support and Maintenance
- Train staff on health systems queries and troubleshooting workflows.
- Gather insights from end-users to identify common challenges and desired service levels.
- Implement support desk policies, incidence management protocols, and reporting metrics.
- Communicate breach information for affected users and integrate feedback into new solutions.
Standards & Compliance
- Identify and map digital health gaps against international standards.
- Implement compliance plans and security measures for digital health systems.
- Educate stakeholders on the importance of standards and provide training on new procedures.
- Schedule periodic reviews to ensure the relevance and effectiveness of policies.
Certification
- Verify documentation submitted by healthcare providers for certification.
- Manage regular audits and follow-up inspections to maintain compliance with DHA regulations.
- Assess new digital health technologies (e.g., Telemedicine, EHR) for compliance with Kenyan regulations.
- Investigate and respond to breaches of digital health compliance.
Capacity Building
- Assess digital literacy levels among healthcare professionals and identify training gaps.
- Promote the understanding and use of digital health tools to improve care quality and efficiency.
- Update providers on emerging technologies through refresher courses and capacity-building materials.
- Implement cybersecurity measures to safeguard user information.
Requirements
- A cumulative period of six (6) years relevant work experience, three (3) of which should have been in the grade of Senior Digital Health Officer or in a comparable position.
- Bachelor’s degree in any of the following disciplines: Health Information Technology, Health Records and Information Science, Health Systems, Information Communication Technology, Epidemiology, Clinical Medicine, Nursing, Nutrition, or equivalent qualification.
- Registered and licensed by a recognized regulatory body as applicable.
- Certificate in Management course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Shown merit and ability as reflected in work performance and results.
