Principal Cancer Prevention and Control Officer

Role Overview

The Principal Cancer Prevention and Control Officer (Vacancy No. NCI-K/36/04/2026) coordinates the provision of policy advisory, regulation, and ethical practice within the cancer control framework. The mandate includes overseeing Information, Education, and Communication (IEC) strategies, as well as prevention, treatment, and rehabilitation programs for cancer patients. This senior role involves securing oncology commodities and technologies, capacity building, and facilitating cancer research. Furthermore, the officer coordinates the establishment and maintenance of the National Cancer Registry and manages regional cancer centers to inform national decisions in cancer prevention and control.

Key Responsibilities

• Implement cancer diagnostic and treatment policies and guidelines.
• Generate recommendations to advise on matters relating to the diagnosis and treatment of persons with cancer.
• Support the establishment of hospitals, vocational treatment and care centres, and other institutions for the welfare and treatment of cancer patients across all counties.
• Promote the provision of diagnostic, treatment, rehabilitation, and other medical care in specialized institutions.
• Participate in the establishment and implementation of programs for vocational guidance and counselling.
• Provide technical assistance in the care of persons with cancer within their communities and social environments.
• Develop and disseminate norms, standards, and guidelines for cancer screening, diagnosis, treatment, rehabilitation, palliation, and survivorship.
• Monitor and report on national cancer diagnostic and treatment initiatives.
• Oversee the establishment of institutions for the welfare and treatment of cancer patients in all counties.
• Support large-scale production and distribution of specialized biological materials and therapeutic substances for research and care.
• Perform all other duties that may be assigned from time to time.

Requirements and Qualifications

For appointment to this grade, a candidate must have:

• At least nine (9) years of relevant work experience, with three (3) years at the grade of Senior Cancer Prevention and Control Officer or in a comparable position.
• A Bachelor’s Degree in any of the following fields: Public Health, Environmental Health, Epidemiology, Clinical Medicine, Nursing, Health Systems Management, Biochemistry, Health Records and Information Management, Molecular Biology, Microbiology, Statistics, or relevant Social Science qualification from a recognized Institution.
• A Management Course lasting not less than four (4) weeks from a recognized institution.
• Registration by the relevant professional body.
• A valid practicing license.
• Demonstrated merit and ability as reflected in work performance and results.
• Proficiency in computer applications.
