Job Description
The Micro and Small Enterprise Authority (MSEA) is a state corporation established under the Micro and Small Enterprise Act No. 55 of 2012, currently domiciled in the Ministry of Industry, Trade and Co-operatives.
The Principal Administrative Officer (MSEA Grade 4) provides high-level administrative and secretarial support to the office of the Chief Executive and other senior staff. This role involves managing sensitive communications, coordinating executive schedules, and acting as a primary liaison between the executive office and internal/external stakeholders. The officer is responsible for ensuring office protocol, security of classified records, and the efficient flow of strategic documentation within the Authority.
Key Responsibilities
Provide high-level administrative and secretarial support to the office of the Chief Executive and other senior staff.
Manage calendars of appointments and prepare correspondence, primarily confidential in nature.
Plan and coordinate the Chief Executive’s schedule to ensure commitments are followed through.
Prioritize conflicting needs, handle matters expeditiously and proactively, and follow through on assignments to successful completion under deadline pressures.
Review communications, reports, strategic papers, and presentations for the attention of the Chief Executive.
Coordinate the completion of critical deliverables with a hands-on approach, including drafting acknowledgement letters and personal correspondence.
Arrange complex and detailed travel plans, itineraries, and agendas.
Act as a "gatekeeper," managing direct access to the Chief Executive’s time.
Communicate directly with Board members on matters related to executive programmatic initiatives on behalf of the Chief Executive.
Facilitate smooth communication between the executive and external contacts.
Assist in coordinating the agenda for senior management team meetings and off-sites.
Maintain office protocol and etiquette in the executive office.
Serve as the primary point of contact for internal and external constituents on matters pertaining to the Chief Executive.
Manage the security of office records, equipment, and documents, including classified materials.
Coordinate preparation of responses to simple and complex routine correspondences.
Establish and monitor procedures for record-keeping of correspondence and file movements, ensuring data security and integrity.
Undertake any other administrative services as may be assigned.
Person Specifications
At least eight (8) years of relevant work experience, with at least three (3) years in a supervisory role.
Bachelor’s degree in Business Management, Strategic Management, Human Resource Management, Social Sciences, or any other equivalent qualifications.
Master’s degree in Business Management, Strategic Management, Human Resource Management, Entrepreneurship Management, Social Sciences, or any other equivalent qualifications is an added advantage.
Proficiency in computer applications.
Membership with a relevant professional body and in good standing.
Demonstrated merit and ability as reflected in work performance and results.
