Digital Opportunity Trust (DOT) Kenya is seeking an experienced and committed candidate to fill the role of Monitoring & Evaluation (M&E) Manager. This role will lead the refinement and implementation of monitoring and evaluation plans and tools, drive the continuous improvement of program strategies, and coordinate the preparation and delivery of quarterly progress reports and capacity strengthening for partner organizations. Terms of Reference / Key Responsibilities
- Strategy & Frameworks: Lead the refinement of the Project Theory of Change (TOC) and implementation of the associated Impact Measurement framework and data collection tools.
- Reporting: Lead the preparation of quarterly narrative progress reports and coordinate DOT’s responses to report feedback. Oversee monthly reporting activities, ensuring M&E templates are completed accurately.
- Leadership: Oversee the daily work of the M&E Officer and participate in Leadership Team meetings.
- Data Analysis: Analyze data, utilizing AI tools where applicable, and produce regular summary reports with an emphasis on data visualization.
- Technical Support: Provide technical support guidance to Program Officers (POs) and Innovation Partners in data collection, analysis, and reporting.
- Data Management: Oversee cleaning, validation, and preparation of data from the Project technology platform for upload onto the M&E system, ensuring accuracy and completeness.
- Program Improvement: Conduct regular reviews of program activities to assess efficacy, identify areas of improvement, and provide actionable recommendations for program adjustments.
- Capacity Building: Design and deliver capacity-strengthening activities (e.g., virtual workshops, knowledge sharing sessions) based on the identified needs of Innovation partner organizations. Monitor and evaluate the effectiveness of these activities.
- Learning & Innovation: Document lessons learned and best practices to inform future rounds of implementation and contribute to the Project’s learning approach in collaboration with the Learning & Innovation Team.
- Tool Development: Develop data collection tools (surveys, interview guides, FGD guides) for outcome monitoring and analysis.
- Collaboration: Collaborate with the technology team to enhance technology solutions for accurate and real-time data reporting. Work with program leads to ensure alignment between impact frameworks and project objectives.
Requirements & Criteria
- Education: Bachelor’s degree in social sciences, international development, statistics, measurement/evaluation, or a related field.
- Experience: Minimum of 5-8 years of experience in monitoring and evaluation, preferably in a youth development or international development organization.
- Analytical Skills: Strong quantitative and statistical analysis skills.
- Framework Knowledge: Strong understanding of M&E frameworks, TOC development, and impact measurement.
- Data Management: Proven experience in data management, analysis, and reporting.
- Technical Proficiency: Proficiency in M&E software and tools such as SurveyCTO and Kobo Collect.
- Collaboration: Team player with the ability to work independently and collaboratively in a diverse and multicultural environment.
