Bwasco Water & Sewerage PLC is seeking a highly qualified Manager, Supply Chain to oversee and coordinate all procurement and supply chain activities within the organization. This senior role is responsible for ensuring that all procurement processes are conducted in accordance with the relevant legal frameworks, including the Public Procurement and Asset Disposal Act, while optimizing resource allocation and inventory management to support the company’s mission of delivering potable water and wastewater services in Bungoma County.
Key Responsibilities
- Compliance & Governance: Ensure all procurements are executed within relevant Acts and statutory requirements. Recommend members for appointment to relevant committees and ensure the implementation of resolutions from procurement and tender committee meetings.
- Tender Management: Prepare annual and specific tender documents within designated thresholds, publish adverts and awards on government portals, and manage the issuance of documents to bidders.
- Contract & Documentation: Prepare and maintain safe custody of contract documents, Local Purchase Orders (LPOs), and Local Service Orders (LSOs).
- Strategic Planning: Develop and implement the annual procurement plan and monthly section activity plans. Formulate supply management policies to align with company objectives.
- Reporting: Prepare sectional papers for quarterly and annual board reports. Ensure monthly procurement and stores reports are submitted to management and statutory reports are filed with relevant authorities on time.
- Inventory & Stores Management: Oversee stock taking to identify idle assets for disposal, manage under-stocking and over-stocking levels, and ensure goods are properly inspected, accepted, received, and stored. Ensure store records are consistently updated.
- Technical Advisory: Provide expert technical advice on all procurement matters and ensure the implementation of ISO standards within the department.
- Process Improvement: Ensure all departmental process documents are modified as needed and effectively utilized.
Qualifications and Experience
- Education: Bachelor’s degree in Supply Chain Management, Procurement, or a business-related course. A Master’s degree is considered an added advantage.
- Professional Certification: Must possess CPSP-K (Certified Procurement and Supply Professional of Kenya).
- Professional Membership: Must be a member of the Kenya Institute of Supplies Management (KISM) with a valid practicing license and in good standing.
- Leadership Training: Completion of the Strategic Leadership Development Program (SLDP) or a relevant qualification from a recognized institution lasting at least six weeks.
- Experience: A minimum of seven (7) years of relevant experience, with at least three (3) years served in a management position.
