InSupply Health, an affiliate of JSI Research & Training Institute, Inc. (JSI), is an independent, supply chain advisory firm based in East Africa that provides our clients with customized guidance on supply chain management and design. We are looking for a Manager for Data Transformation Intelligence and Impact to provide strategic leadership and technical oversight in digital health and AI/ML initiatives. This role involves guiding data governance, designing integrated data solutions, and leading research and M&E frameworks to improve health supply chain systems.
Responsibilities
Digital Health & AI/ML Leadership
- Strategic Visioning: Identify high-impact opportunities to improve data visibility and use across supply chain systems including LMIS and national HIS.
- Technical Oversight: Provide technical oversight for digital health solutions, ensuring alignment with national architectures (e.g., DHIS2, LMIS).
- Operational AI Implementation: Oversee the development of AI-enabled tools, such as mobile-based Optical Character Recognition (OCR) for digitizing handwritten records and predictive forecasting models.
- Standards & Best Practices: Establish and enforce standards for system design, data structure, and development processes to ensure scalability and sustainability. Ensure all digital and data solutions align with inSupply internal standards and country national digital health and interoperability frameworks.
- Data Governance: Guide the team on data governance, security standards, and responsible AI principles to ensure data integrity and user trust; ensure compliance with national data protection regulations and responsible data use practices.
- Architecture Design: Support the design of integrated data solutions that connect existing supply chain workflows and health data to enable timely and actionable insights.
Research, Monitoring & Evaluation
- Project Management: Drive the timely delivery of work plans, budgets, and deliverables for designated projects, ensuring alignment with donor expectations.
- M&E Systems: Design and operationalize comprehensive M&E frameworks that integrate routine data, digital tools, and dashboards to support adaptive program learning.
- Advanced Analytics: Apply predictive and prescriptive analytics to strengthen supply chain forecasting and overall program performance.
- Implementation Research: Lead implementation research to assess what works, inform program improvement, and contribute to learning agendas.
Stakeholder Engagement & Policy Influence
- National Engagement: Engage with Ministries of Health (MOHs) at national and county levels and Technical Working Groups (TWGs) to align solutions with government policies.
- Partnership Development: Identify opportunities for technical partnerships and represent inSupply in policy dialogues, technical advisory groups (TAGs), and strategic forums.
- Thought Leadership: Translate complex data into compelling narratives and policy briefs to inform national-level decisions and strategic learning.
People and Team Development
- Technical Mentorship: Lead, mentor, and grow a high-performing team of Senior Analysts and Analysts, providing technical backstopping and coaching.
- Capacity Building: Lead internal and external training on data visualization, tool utilization, and interpreting AI-generated insights.
- Risk Mitigation: Monitor the progress of development work and identify and mitigate technical and operational risks related to system adoption and data quality.
Project Delivery and Accountability
- Ensure assigned projects are delivered on time, within scope and budget, monitoring financial performance including burn rates.
- Support business development and pipeline growth by identifying opportunities within existing and new clients.
Qualifications and Experience
- Education: Bachelor’s degree in Public Health, Data Science, Epidemiology, Supply Chain, or a related field. A Master’s degree is highly desired.
- Experience: At least 8 years of progressive experience in Digital Health, MLE, analytics, or implementation research within global/public health programs.
- AI/Digital Health Expertise: Demonstrated experience in designing and implementing digital health frameworks and applying data science, advanced analytics, or AI/ML solutions to health programming.
- Leadership: Strong project management skills with experience managing multi-stakeholder projects and donor-funded initiatives.
- Technical Skills: Proficiency in Microsoft Excel and one or more analytical softwares such as Python, R, SPSS, or SAS. Ability to work comfortably in the MS Office package (Word, Access, Vizio, and PowerPoint).
- Communication: Excellent oral and written communication skills, with the ability to distill complex ideas for non-technical stakeholders.
- Travel: Ability to travel up to 30% of the time regionally and internationally.
- Strategic Partnerships: Experience with client relationship management and partnerships with the international donor community (bilateral/multilateral agencies).
