The Legal Specialist provides overall legal expertise and support on legal issues relating to the functions, structures, and activities of the organisation. The role involves supporting management on issues pertaining to the legal framework and monitoring compliance with legal corporate governance requirements for the WIOCC Group. The position reports to the Director, Regulatory and Strategic Affairs or another assigned designate.
Key Duties and Responsibilities
Regulatory & Contracting Support: Support the Regulatory and Strategic affairs contract function in reviewing and advising on day-to-day regulatory and contracting requirements.
Contract Implementation: Support the implementation of various standard and non-standard forms of contracts in accordance with set contracting policies.
Negotiation: Negotiate with external parties and assist with the finalisation and execution of provisioning contracts relating to all areas of the business.
Compliance Monitoring: Monitor and track regulatory obligations across all operating jurisdictions, including licence conditions, reporting requirements, renewal timelines, and statutory filings.
Risk Advisory: Advise internal stakeholders on compliance risks arising from new products, cross-border services, infrastructure deployments, and market entry initiatives.
Business Development: Support and advise on business development initiatives such as partnerships, potential network acquisition projects, and corporate/asset acquisition projects; prepare and negotiate documentation relating to cable investment projects.
Bid Management: Support all bids through the review and preparation of bid documentation.
General Legal Support: Provide overall legal services to various business functions.
Minimum Qualifications
Degree in Law within a common law jurisdiction.
Post-graduate diploma in Law or in any other field.
At least 6 years’ experience in an in-house capacity or in practice.
CPA or accounting knowledge is an added advantage.

Strong negotiating skills and capacity to work with other professionals to develop innovative solutions.
Experience in regulatory compliance within telecommunications, ICT, infrastructure, or other regulated sectors with competence in technical legal drafting, conveyancing, and regulatory assessment.
Strong understanding of multi-jurisdictional regulatory environments.
Organised, systematic, and process-oriented with good administrative skills.
A good working knowledge of Microsoft 365.
