Job Description
The ICT Supervisor is responsible for executing the maintenance, follow-up, and monitoring of all IT and Telecom equipment, tools, and services. The role ensures onsite technical support and training of users under their responsibility in accordance with MSF standards, policies, protocols, and procedures, in order to guarantee the efficient use of all IT and Telecom services and infrastructure.
Responsibilities
Infrastructure Monitoring: Monitor, maintain, and follow up on all Information Technology (IT) and Telecom equipment, tools, and services in the mission.
Data Security: Supervise, implement, and improve data security protocols (data saving, firewall, user access rights, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery.
Technical Support: Provide technical support and present MSF standards to all users. Provide advanced technical support to logistics experts and liaise with HQ Technical Referents for second-line support or external providers.
User Training: Provide educational support, briefings, and training to all users and advanced support to logistics experts dealing with IT and Telecom systems.
Reporting & Documentation: Provide regular activity reports and maintain/archive all user and ICT documentation.
Budgeting & Procurement: Participate in the establishment of the annual budget for IT and Telecom and provide technical expertise in the local purchase process.
System Maintenance (MEMO): Ensure daily follow-up with ICT technical issues in the project and manage proper job requests/work orders in MEMO.
Project Support (HB): Provide technical support to the Homa Bay (HB) M&E team on ICT technicalities related to EMR and MoH universal data cloud systems. Represent MSF in technical discussions with partners like EGPAF/MOH.
Maintenance Plans: Implement and follow up with periodic preventive maintenance plans for all HB project ICT equipment including laptops, tablets, phones, internet, and radio communication systems.
File Management: Provide proper Nastor drive management and ensure staff conduct proper backups and receive required training.
Platform Administration: Manage and administer the OCP Kenya SharePoint site by overseeing permissions, organizing document libraries, and providing user training.
Asset Lifecycle: Manage the full lifecycle of IT and Telecom assets by maintaining accurate inventory records from reception to decommissioning.
Qualifications & Requirements
Education: A Bachelor’s Degree or Diploma in Computer Science, Information Technology, or an equivalent qualification from a recognized institution.
Experience: At least two (2) years of experience in an IT support role, encompassing hardware, software, and network troubleshooting in a similar context.
Software Expertise: Proficiency in Microsoft 365, Windows 10/11, Teams, SharePoint, OneDrive, Intune, and Active Directory/Entra ID.
Hardware & Networking: Good knowledge of computer hardware, maintenance processes, network theory, and associated protocols.
Server & Virtualization: Understanding of Server Management and virtualization technologies such as Hyper-V.
Telecommunications: Understanding of radio telecommunication concepts including HF, VHF, GSM, and Satellite communication systems.
Skills: Strong teaching, user support, and communication skills.
