Within delegated authority, the Human Rights Officer will be responsible for promoting work on business and human rights, including from a gender perspective. This includes defining workplans for assigned countries, implementing project activities, and conducting substantive research and analysis of human rights issues to assess their impact within the region. The officer will also formulate actionable recommendations for the development and implementation of National Action Plans (NAPs) and support various commissions and policy-making bodies.
Responsibilities
- Define workplans for assigned countries in accordance with established terms of reference and implement project activities to promote business and human rights.
- Conduct substantive research and analysis of human rights issues/events and assess their impact on the human rights situation in assigned countries or regions.
- Collect and analyze human rights data and indicators, including gender-specific data.
- Formulate actionable recommendations to advance the development, adoption, and implementation of National Action Plans (NAPs) on business and human rights.
- Ensure access to remedy mechanisms are appropriately considered throughout policy processes.
- Provide support to sub-commissions, commissions, and other bodies, following up on the implementation of decisions rendered by policy-making bodies.
- Integrate human rights issues, including gender equality dimensions, into political, humanitarian, and economic efforts and programs.
- Direct capacity-building efforts on human rights in the region or country of assignment.
- Supervises field verification work through periodic visits and follow up on cases verified by regional offices.
- Provide guidance to new or junior staff and perform other related duties as required.
Qualifications
Education:
- Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field.
- A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience:
- A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required.
- Experience in business and human rights is required.
- Experience in engagement with the business sector is required.
- Experience in capacity-building and implementing technical cooperation projects is desirable.
- Experience in programme management and project implementation is desirable.
