Role Overview\n\nThe African Population and Health Research Center (APHRC) is a leading Africa-based, African-led, international research institution headquartered in Nairobi, Kenya. It conducts policy-relevant research on population, health, education, urbanization, and related development issues across the continent. The Head of International Programs will provide strategic leadership and oversee the implementation of the organization's international programs strategy, identifying emerging global policy issues and guiding the development of responsive research and capacity-strengthening programs.\n\n### Key Responsibilities\n\nStrategic Leadership\n* Lead and implement the organization's international programs strategy in line with institutional priorities.\n* Identify emerging global policy issues relevant to Africa and guide the development of responsive research, policy translation, and capacity strengthening programs.\n* Ensure the integration of research, policy engagement, capacity strengthening, and impact pathways across international initiatives.\n* Enhance APHRC's visibility at local, regional, continental, and international levels, representing the Center in high-level forums.\n* Develop a country liaison model to expand and oversee strategic partnerships across Africa and globally.\n\nProgram Development & Internal Coordination\n* Improve internal coordination by collaborating with Research and Operations teams to identify strategic program growth opportunities in priority countries.\n* Monitor program performance, timelines, and deliverables across international initiatives.\n* Apply systems thinking and innovative strategies in developing international engagements.\n* Develop strategies to strengthen collaboration between country programs and HQ.\n* Create and implement standard operating procedures (SOPs) for entry into new countries, including field operations and hiring.\n* Ensure legal and regulatory compliance in all countries of operation.\n* Maintain partner databases and document performance for future engagement decisions.\n\nPartnerships & Stakeholder Engagement\n* Build and maintain strategic partnerships with PEC and Business Development teams.\n* Streamline and oversee all partnership Memorandums of Understanding (MoUs).\n* Lead strategic communications with external and internal stakeholders.\n\nFundraising & Resource Mobilization\n* Lead fundraising efforts for international programs, including grant proposals and consortium bids.\n* Nurture existing donor relationships and cultivate new ones with development partners.\n* Support partners in identifying and pursuing joint funding opportunities aligned with APHRC themes.\n\nResearch to Policy Impact\n* Translate research findings into policy-relevant outputs for decision-makers.\n* Ensure programs generate measurable policy influence and impact.\n\nTeam Leadership\n* Lead a multidisciplinary team and oversee performance management of country/regional liaison officers.\n* Act as APHRC's Consortium for Advanced Research Training Africa (CARTA) liaison officer.\n\nMonitoring, Evaluation, and Learning (MEL)\n* Oversee the design, implementation, and evaluation of international projects.\n* Promote adaptive learning and evidence-based program improvement.\n* Ensure documentation of program impact and lessons learned.\n\n### Qualifications and Experience\n\n* PhD or Master's degree in Public Health, Public Policy, International Development, Economics, Political Science, or a related field.\n* At least 10 years of post-doctoral experience, or a minimum of 15 years of post-Master's experience in international development or program leadership.\n* Proven experience managing multi-country research or policy programs with an understanding of diverse regulatory regimes in Africa.\n* Demonstrated success in fundraising and donor engagement.\n* Experience collaborating with African policy institutions, governments, the private sector, and civil society.\n* Minimum of 5 years in a senior management role.\n* Familiarity with population, health, and development research in Africa.\n* Willingness to undergo or having already completed leadership training.
