Role Overview
Within delegated authority, the Human Rights Officer (Analyst/Reporting Officer) will be responsible for reviewing and analyzing information collected by a Fact Finding Mission. The role involves addressing information gaps, orienting investigations, and ensuring that all findings align with standard OHCHR methodology and legal elements. The officer acts as the primary drafter for the mission's reports, integrating gender perspectives and developing actionable recommendations.
Responsibilities
- Analysis and Advisory: Review and analyze collected information and advise Fact Finding Mission staff on addressing gaps and following leads.
- Investigation Coordination: In coordination with the Investigations Team Leader, identify gaps and orient investigations accordingly. Coordinate with the Legal Adviser to ensure information corresponds to required legal elements.
- Gender Integration: Coordinate with the Gender Adviser to ensure gender perspectives are integrated throughout the investigation, analysis, and report drafting, including the gendered impact of violations.
- Reporting and Documentation: Coordinate the drafting of the Fact Finding Mission’s reports and act as the main drafter. Prepare briefings, summaries, and analytical documents as required.
- Methodology Compliance: Ensure all collected information is properly documented in accordance with standard OHCHR methodology.
- Analytical Conclusions: Assist in drawing conclusions, proposing the structure of reports, and visualizing findings. Help develop actionable and gender-sensitive recommendations.
- Other Duties: Perform other duties as required within the mission's scope.
Qualifications and Experience
- Education: An advanced university degree (Master's degree or equivalent) in law, political science, international relations, or another discipline related to human rights. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
- Work Experience:
- A minimum of seven (7) years of progressively responsible work experience in human rights, international humanitarian law, or international criminal law is required.
- A minimum of two (2) years of experience in the analysis and drafting of public human rights reports is required.
- Relevant working experience in or on the region is highly desirable.
