Job Description
The Human Resource Assistant (Support) manages or assists with a variety of human resources functions at the U.S. Embassy, primarily in support of Locally Employed (LE) Staff services. This role involves a mix of administrative tasks, benefits management, and performance coordination to ensure efficient HR operations.
Key Responsibilities
Benefits Administration: Manage the basic administration of medical and life insurance programs for LE Staff. This includes updating lists of eligible dependents/spouses for providers and processing worker's compensation claims and maintaining records.
Training Coordination: Maintain the post's training program for LE Staff within the allocated budget. Coordinate courses through the Foreign Service Institute (FSI) or other institutes, finding relevant courses, and handling logistical arrangements for participants.
Social Security Management: Administer the Local Social Security program for eligible staff, including new hires and separating employees, ensuring payroll deductions are deposited and staff receive maximum benefit entitlements.
Performance Management: Facilitate the Employee Performance Report (EPR) process by preparing paperwork, reviewing reports for policy adherence, and providing procedural guidance to supervisors. Assist with the Merit Based Compensation (MBC) Program including Annual Work Plans and Mid-Year Discussions.
HR Documentation & Reporting: Draft official correspondence such as cables, letters, memos, and management notices. Evaluate HR data to generate statistical reports and maintain electronic Official Personnel Folders (OPFs).
Program Support: Conduct briefings and workshops to educate staff on HR programs like performance management. Follow up on outstanding evaluation reports and prepare reward notification letters.
Requirements
Education: Completion of a minimum of two (2) years of general college studies is required.
Experience: A minimum of two (2) years of experience in human resources, finance, or office administration is required.
