Job Description
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Finance Officer at the P3 level for multiple duty stations. OCHA is a United Nations body established to strengthen the international response to complex emergencies and natural disasters. The Finance Officer will manage and oversee financial processes, ensuring compliance with United Nations Financial Regulations and Rules (UNFRR) and supporting humanitarian financing initiatives.
Responsibilities
Documentation Verification: Verify Implementing Partners (IP) financial documentation as required to ensure transparency and accountability.
Audit & Compliance: Liaise with companies carrying out financial audit of partners and financial spot-checks ensuring compliance with the United Nations Financial Regulations and Rules (UNFRR).
Grant Management: Review grant agreements and supporting documents to ensure accuracy, consistency, reasonableness, compliance with the UNFRR and the Country-based Pooled Funds guidelines.
Budget Oversight: Review and advise on the clearance of the project budget and grant agreements; manage budget amendments or no-cost extension requests.
Financial Reporting: Review and audit financial reports to ensure they align with the signed agreements and project budgets.
Policy Compliance: Stay up-to-date on documents, reports, and guidelines that have a bearing on matters related to programme and/or OCHA budgets, ensuring compliance with United Nations policies and procedures.
Requirements
Education: A Bachelor's degree (BA/BSc/HND) in finance, accounting, business administration, or a related field.
Experience: A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration, or a related area is required.
Specialized Knowledge: Experience in Humanitarian Financing and/or risk and compliance is highly desirable.
Regional Context: Experience in the region(s) where the positions are based is desirable.
