The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the environment. This position involves performing treasurer functions for the Multilateral Fund for the Implementation of the Montreal Protocol (MLF).
Responsibilities and Duties
Treasurer Functions: Act as the Treasurer for the Multilateral Fund for the Implementation of the Montreal Protocol (MLF).
Financial Reporting: Prepare and report on the status of contributions and available fund balances of the MLF to the Executive Committee.
Stakeholder Collaboration: Collaborate with the Multilateral Fund Secretariat to meet with Parties and follow up on outstanding contributions in arrears.
Budget Oversight: Implement, monitor, and report on the Treasurer’s budget allocation for the Multilateral Fund Secretariat.
Auditing: Prepare and present the annual audited report of the MLF to the Executive Committee.
Liaison: Maintain regular communication with the United Nations Office in Nairobi (UNON), Budget and Financial Management Services, Division of Administrative Services.
Replenishment Support: Provide replenishment documents and information related to the UNEP Treasurer function of the MLF to meetings of the Montreal Protocol.
Financial Monitoring: Monitor the fixed exchange rate mechanism and provide information on the rate of return on investments of the Multilateral Fund trust funds.
Advisory Services: Advise the Executive Committee and provide backup support to MLF finance staff, including training on budgetary and financial aspects.
Compliance: Ensure all documents, reports, and guidelines comply with MLF financial requirements and UN policies and procedures.
Requirements and Qualifications
Education: An Advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
Desirable Education: Completion of programs in data analytics, business analytics, or data science.
Work Experience: Minimum of seven (7) years of progressively responsible experience in finance, administration, budget, or business administration.
Specific Experience: At least three (3) years of experience in finance and budget within the United Nations or a similar international organization at the professional level is required.
Technical Systems: Experience with financial modules of Enterprise Resource Planning (ERP) systems such as SAP is required.
Core Competencies: Experience in reviewing financial statements and at least three (3) years of experience in grant management, fund management, and donor reporting are required.
Preferred Experience: Experience in an IPSAS-compliant environment, drafting complex financial reports, and two (2) years of data analytics experience are desirable.
