Kenya Medical Supplies Authority (KEMSA) is a state corporation under the Ministry of Health established under the KEMSA Act 2013 whose mandate is to procure, warehouse and distribute drugs and medical supplies for prescribed public health programs, the national strategic stock reserve, prescribed essential health packages and national referral hospitals.
Role Purpose
The Assistant Director of Finance will provide strategic leadership in financial planning, budgeting, and resource mobilization to ensure optimal utilization of resources, financial sustainability, and compliance with applicable financial regulations and standards. This role reports to the Director, Finance and Accounts.
Key Responsibilities
- Policy & Strategy: Implementing policies, strategies, legislations, guidelines, frameworks, norms, regulations, plans, standards and programs regarding finance and resource mobilization.
- Budget Management: Ensuring the preparation and implementation of the Authority’s annual budget and work plans, including the Medium-Term Expenditure (MTEF) budget.
- Financial Controls: Implementing budgetary controls, managing financial returns, and ensuring sound financial and accounting principles are applied to all transactions.
- Monitoring & Review: Undertaking expenditure monitoring, expenditure reviews, and financial forecasting.
- Reporting: Preparing financial forecasting reports, as well as quarterly and annual management and statutory reports.
- Audit & Risk: Responding to audit issues and maintaining a Risk Management Register with recommended mitigating measures.
- Revenue Management: Ensuring the correctness of revenue entries.
Requirements for Appointment
- Experience: A cumulative service period of twelve (12) years’ work experience, with at least three (3) years at the grade of Principal Finance Officer/Accountant or a comparable senior position.
- Education:
- Bachelor’s degree in Commerce (Accounting/Finance option), Business Finance & Banking, Economics, or an equivalent qualification.
- Master’s degree in Commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification.
- Professional Certification: Certified Public Accountant (K) or equivalent qualification from an accredited examination body.
- Membership: Active member of the Institute of Certified Public Accountants of Kenya (ICPAK) or ACCA in good standing.
- Training: Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Technical Skills: Proficiency in computer applications.
- Competence: Demonstrated professional competence and ability as reflected in work performance and results.
