Role Overview
The Finance and Budget Officer (P4) is responsible for high-level financial planning, budget oversight, and providing support to intergovernmental bodies. The role ensures that legislative mandates are accurately translated into comprehensive program budgets and that financial activities comply with international standards.
Responsibilities
- Medium-term Plan Management: Reviews, analyses, and finalizes the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies including Conferences of Parties of Multilateral Environmental Conventions.
- Intergovernmental Support: Provides substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions; assists in securing approval from the General Assembly and the United Nations Environment Assembly (UNEA).
- Budgetary Translation: Ensures that legislative mandates are accurately translated into program budgets.
- Administrative Coordination: Coordinates administrative processes across Multilateral Environmental Agreements (MEAs), including knowledge-management systems, workplan development, and oversight of trust fund accounts.
- Additional Duties: Performs other related duties as assigned to support the financial and administrative functions of the organization.
Qualifications and Experience
- Education: An advanced university degree (Master's or equivalent) in business administration, finance, or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Desirable Education: Successful completion of either degree or non-degree programs in data analytics, business analytics, or data science programs.
- Experience: A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, or business administration.
- Required Technical Skills: Proven experience in preparing donor reports and financial statements, and working knowledge of International Public Sector Accounting Standards (IPSAS).
- Desirable Sector Experience: Experience with Enterprise Resource Planning (ERP) systems and working within international organizations; experience in developing strategic programme and budget documents for UNEP-administered MEAs; and experience providing budgetary support to MEA secretariats and intergovernmental bodies.
