Role Overview\n\nThe United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the environment. The Executive Secretary (D2) is a senior leadership position responsible for providing accurate and wise thematic advice to the parties to the Montreal Protocol (MP) and Vienna Convention (VC), as well as to the technical bodies of the two agreements and relevant partner organizations and stakeholders.\n\n### Key Responsibilities\n\n* Thematic Advice: Providing thematic advice to the parties of the Montreal Protocol and Vienna Convention and relevant stakeholders through meeting documents, consultations, and reports.\n* Negotiations: Conducting high-level negotiations and persuasion to expedite the implementation of the MP, VC, and decisions of the parties.\n* Meeting Organization: Organizing meetings under the MP and VC, including subsidiary bodies and ad hoc workshops, ensuring strategic direction and planning are in place.\n* Policy Advocacy: Delivering statements in international environmental meetings at the policy level regarding ozone layer issues, synergies between Multilateral Environmental Agreements (MEAs), and ozone-climate interfaces.\n* Diplomatic Relations: Establishing and maintaining cordial diplomatic links with high-level government officials and international organizations to explore collaborative actions.\n* Data Reporting: Creating and maintaining reporting systems for Ozone Depleting Substances (ODS); analyzing data from 198 parties to identify non-compliance and prepare action plans.\n* Strategic Leadership: Developing the management strategy for the Ozone Secretariat and providing leadership to all staff while managing resources.\n* Substantive Coordination: In consultation with relevant Bureaux and Co-chairs, agreeing on the substantive agenda of meetings and coordinating with host governments and assessment bodies.\n* Assessment Support: Providing organizational support and substantive advice to assessment bodies to ensure high-quality reporting back to the Parties.\n* Data Analytics: Leading efforts to collect and analyze data to identify trends for data-driven planning and decision-making.\n\n### Requirements and Qualifications\n\n* Education: An Advanced university degree (Master's degree or equivalent) in law, natural sciences, environmental management, economics, business/public administration or related disciplines is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.\n* Desired Education: Successful completion of programs in data analytics, business analytics, or data science is desirable.\n* Experience: A minimum of fifteen (15) years of progressively responsible professional working experience, with some national-level experience linked to international environmental processes.\n* International Experience: At least five (5) years of professional experience at the international level is required.\n* Specialized Knowledge: Knowledge of the Montreal Protocol and experience in its implementation is required.\n* Process Experience: Experience in facilitation and moderation of intergovernmental processes is required.\n* Additional Experience: Experience in the UN system or other international organizations is desirable.
