Bungoma County is seeking a qualified and experienced individual to fill the position of Director of Education and Vocational Training. The successful candidate will lead the county's educational initiatives, specifically focusing on Early Childhood Development Education (ECDE) and Vocational Training. The role involves high-level policy formulation, implementation, and monitoring of educational standards within the county.
Duties and Responsibilities
Initiating, formulating, and overseeing the implementation and review of county and national policies on Early Childhood Development Education (ECDE) and Vocational Training.
Monitoring the implementation of curricular and co-curricular activities to maintain standards.
Strengthening strategic partnerships and collaborations among stakeholders on the promotion of ECDE and Vocational Training.
Overseeing the overall management and development of ECDE capitation and Vocational Training tuition scheme grants.
Facilitating and strengthening the development of e-learning strategies.
Facilitating the promotion of innovative initiatives and business incubation in vocational training centers.
Initiating and coordinating strategic partnerships and collaborations with stakeholders.
Undertaking research on issues of Early Childhood Development Education and Vocational Training.
Overseeing the development and management of the Education Management Information System (EMIS).
Facilitating the establishment of local and foreign support linkages.
Liaising with stakeholders on the domestication of the design, drawing, and Bills of Quantities for infrastructure development.
Coordinating the establishment of functional Boards of Management to manage ECDE and Vocational Training centers.
Participating in monitoring and evaluation of Vocational Training and ECDE programmes and projects.
Facilitating the preparation and implementation of the department’s annual work plan and budgetary requirements.
Developing and coordinating implementation of performance resource utilization.
Ensuring the implementation of a results-based process in the department and managing staff development.
Requirements for Appointment
For appointment to this grade, an officer must have:
Served in the grade of Deputy Director ECDE JG ‘Q’ for a minimum period of three (3) years.
Bachelor’s degree in Education, Technology Education/Engineering, Entrepreneurship, or Early Childhood Development Education from a recognized institution; OR a Bachelor’s degree in Science/Arts with a Post Graduate Diploma in Education/Engineering/Entrepreneurship.
Master’s degree in Education, Technology Education, Science, Arts, or any other related field from a recognized institution.
Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution.
Certificate in Computer Applications from a recognized institution.
Thorough understanding of provisions of the Vocational Training and Early Childhood Development Education Policies and have the ability to relate them to National Development Goals.
Demonstrated merit and ability as reflected in work performance and results.
