The Digital Health Agency (DHA) is a government body dedicated to transforming healthcare delivery through the integration of cutting-edge digital technologies. Our mission is to enhance healthcare accessibility, improve patient outcomes, and ensure data security by developing and maintaining a comprehensive digital health ecosystem across Kenya. The Director Digital Infrastructure & Development role is central to this mission, overseeing the technical and strategic aspects of digital health information technologies, including policy development, infrastructure management, and the lifecycle management of digital health applications.
Key Responsibilities
- Policy & Strategy: Oversee the development, implementation, and review of policies, strategies, guidelines, and regulations on digital health information technologies.
- Infrastructure Management: Facilitate the planning, design, implementation, and regulation of secure digital health infrastructure, networks, applications, and storage. Oversee administration and monitoring to ensure service availability.
- Disaster Recovery: Spearhead the development, implementation, and review of disaster recovery policies and procedures for digital health infrastructure and applications.
- Security & Network Operations: Oversee the establishment, monitoring, and maintenance of the Digital Health Security Operations Center (SOC) and the Network Operation Center (NOC).
- Application Development: Oversee the design, development, and review of applications using various programming languages and manage user management standards.
- Stakeholder Collaboration: Spearhead collaboration with stakeholders to design system scopes, objectives, and functional specifications based on user needs.
- System Optimization: Coordinate the analysis, modification, testing, and debugging of existing systems to improve service efficiency and perform performance optimization analysis.
- Documentation & Standards: Oversee the development of technical documentation describing configurations and procedures. Provide guidance on enterprise interoperability application architecture and information management standards.
- Emerging Technologies: Ensure the incorporation of emerging technologies for digital health infrastructure, networks, and applications.
- Staff Development: Ensure capacity building, professional development, and performance management of staff within the directorate.
Requirements
- Education: Bachelor’s degree (BA/BSc/HND) in a relevant field.
- Certification: Professional Certificate(s) in relevant fields.
- Chapter Six Compliance: Applicants must provide the following valid compliance certificates:
- Certificate of Good Conduct from Directorate of Criminal Investigation (DCI).
- Certificate of compliance from Higher Education Loans Board (HELB).
- Tax Compliance Certificate from Kenya Revenue Authority (KRA).
- Current Self Declaration form from Ethics and Anti-Corruption Commission (EACC).
- Certificate from Credit Reference Bureau (CRB).
