The Deputy Manager, Clearing Operations is responsible for assisting the Head of Clearing Operations in overseeing the operations of the Automated Clearing House (ACH). This includes providing clearing and settlement services to commercial banks, switches, and Government Ministries, Departments, and Agencies. The role holder ensures that these services are delivered efficiently while adhering to high procedural and regulatory standards, contributing significantly to the Bank’s strategic objectives and financial stability.
Key Responsibilities
- Strategic Delivery: Deliver efficient clearing and settlement services while maintaining compliance with all regulatory standards. Work as part of the Clearing Operations team to achieve Key Result Areas and demonstrate core competencies.
- Operational Oversight: Ensure the smooth running of the Automated Clearing House and ensure all participants comply with Kenya Bankers Association (KBA) Standards and Regulations.
- Approvals & Maintenance: Review and approve Clearing Voucher/Return codes, Bank and Branch codes, and coordinate ACH system maintenance and upgrades.
- Transaction Supervision: Supervise the processing of outward/inward cheques, cheque verification, and the processing of outward/inward Electronic Funds Transfers (EFTs).
- Foreign Currency & Specialized Clearing: Supervise Domestic Foreign Currency Cheque Clearing (DFCCC) and the processing of non-CTS compliant cheques. Monitor Banks’ DFCC Guarantees.
- System Monitoring: Supervise MICR cheque reader systems and monitor the settlement of Payment Switch Operators (PSOs) net settlement instruction (NSI) files in KEPSS (e.g., Kenswitch Ltd, IPSL, and Interswitch Kenya Ltd.).
- Support & Reporting: Provide support to clearing participants’ branches, prepare weekly and monthly activity reports, and represent the section at KBA Clearing House Committee meetings as required.
Requirements & Qualifications
- Education: A Bachelor’s Degree in Economics, Banking, Accounting, Finance, Business Administration, Mathematics, Computer Science, or a related field.
- Professional Certifications: A professional qualification in Banking, Accounting, Finance, or Risk Management is an added advantage.
- Experience: Not less than five (5) years of work experience in Banking Operations, Financial Services, Economics, Accounting, or similar clearing operations.
