Job Description
The National Legal Aid Service (NLAS) is a state agency established under the Legal Aid Act 2016 with the mandate to offer legal aid services to the vulnerable, marginalized and indigent persons.
Role Overview
The Deputy Director, Supply Chain Management is responsible for directing, coordinating, and managing all procurement, logistics, and supply chain functions at the National Legal Aid Service (NLAS). This role ensures strict compliance with relevant procurement laws, oversees the integration of electronic systems, and promotes high standards of professional integrity in resource utilization.
Duties and Responsibilities
Interpret relevant laws and statutes and ensure adherence to them.
Enforce measures to ensure integrity and the application of high professional Supply Chain Management standards and guidelines.
Oversee the development and implementation of plans to integrate e-procurement into operations.
Ensure the implementation of effective procurement risk management strategies.
Monitor and evaluate the performance of Supply Chain Management systems.
Promote effective supply management values.
Coordinate the maintenance of a database of approved sources of supplies and research into new and alternative sources.
Authorize the disposal of inventory and other assets.
Oversee the activities of tender, procurement, inspection, receipt, and disposal committees.
Spearhead the development of strategies to improve supplier performance in terms of on-time delivery and quality specifications.
Ensure prudent utilization of resources.
Prepare and file statutory reports to and from the Public Procurement Regulatory Authority (PPRA).
Approve procurement documents.
Facilitate the preparation and presentation of bid awards to the Board for approval.
Coordinate the planning, compilation, and preparation of procurement budgets for NLAS.
Coordinate the development and implementation of performance improvement strategies and capacity building.
