The Deputy Director, Legal Services at the National Cancer Institute of Kenya (NCI-Kenya) is responsible for providing effective and efficient secretariat services to the Board, contract administration, and legal drafting. This senior role ensures the Institute complies with all relevant legal and regulatory frameworks while protecting its interests through expert legal advice and litigation management.
Key Responsibilities
Policy and Strategy: Lead the development, implementation, and review of legal policies, strategies, and standards.
Board Secretariat: Provide guidance to the Board on their duties and powers; coordinate all Board of Management activities and performance evaluations.
Legal Advisory: Advise the CEO and Management on legal and corporate matters through formal legal opinions and interpretations.
Compliance: Oversee legal audits to ensure compliance with national, regional, and international requirements.
Contract Management: Oversee the drafting and negotiation of contracts, Service Level Agreements (SLAs), Memoranda of Understanding (MOUs), and leases.
Litigation and Representation: Coordinate the Institute’s representation in courts and manage relationships with external legal counsel.
Risk Management: Identify and mitigate legal risks across the organization.
Specialized Legal Functions: Oversee legal aspects of grants management, Intellectual Property, and data protection.
Administrative Oversight: Maintain the official seal and manage the legal department's performance.
Requirements for Appointment
At least fifteen (15) years of relevant work experience, with at least three (3) years at the grade of Assistant Director, Legal Services or a comparable position.
Bachelor of Laws degree (LL.B) from a recognized institution.
Master’s Degree in Law, Business Administration, Public Administration, or equivalent qualification.
Postgraduate Diploma in Law (Advocates training programme) from the Kenya School of Law.
Certified Public Secretary (K) qualification.
Admission as an advocate of the High Court.
Valid membership to the Law Society of Kenya (LSK) and the Institute of Certified Public Secretaries of Kenya (ICPS-K).
Current Advocate Practicing License.
Completion of a Leadership Course lasting at least four (4) weeks from a recognized institution.
Proficiency in computer applications.
Demonstrated merit and ability in work performance.
