Role Overview
The Deputy Director Internal Audit is responsible for providing independent, objective assurance and consulting activities to add value and improve the operations of the National Cancer Institute of Kenya. The role ensures the Institute achieves its strategic objectives through a systematic, disciplined approach to evaluating and improving the effectiveness of risk management, control, and governance processes.
Key Responsibilities
- Oversee the preparation and implementation of audit policies, procedures, audit engagements, and annual work plans.
- Liaise with the audit committee and accounting officer on internal audit matters.
- Lead risk-based, value-for-money, and systems audits to strengthen internal control mechanisms.
- Ensure audit findings and recommendations are effectively communicated to management through reports.
- Test the efficacy of risk management systems and provide professional opinions.
- Evaluate the effectiveness of governance processes and assess risks in audited areas.
- Test compliance with functional controls and report findings to management and the audit committee.
- Oversee scheduled and ad hoc audits within the Institute.
- Provide advice on effective audit management and control systems.
- Ensure compliance with all relevant laws, regulations, and Institute policies.
- Ensure quarterly and annual reports are promptly filed.
- Mainstream quality management and risk management practices within the department.
- Oversee departmental planning, budgeting, and expenditure approval.
- Advise on the implementation of modern technology for effective audit management.
- Manage staff performance, training, and mentorship.
Qualifications and Requirements
- At least fifteen (15) years of relevant work experience, with at least three (3) years at the grade of Assistant Director, Internal Audit, or a comparable senior position.
- Bachelor’s Degree in Finance, Accounting, Business Administration, Economics, or an equivalent qualification.
- Master’s Degree in Finance, Accounting, Business Administration, Economics, or an equivalent qualification.
- Passed Part III of Certified Public Accountants (CPA) Kenya examination.
- Certified Information System Auditor (CISA) certification.
- Completion of a Management Course lasting at least four (4) weeks from a recognized institution.
- Registered member in good standing with the Institute of Certified Public Accountants of Kenya (ICPAK) or a relevant professional body.
- Proficiency in computer applications.
- Demonstrated merit and ability in work performance and results.
