This position is responsible for providing strategic leadership and oversight in the development, implementation, and evaluation of policies, procedures, plans, strategies, standards, and guidelines relating to the functions of Internal Audit & Risk to enhance the effectiveness and efficiency of the Commission’s mandate.
Reports to: Functionally to the Commission’s Audit & Risk Committee and administratively to the Secretary to the Commission/CEO
Direct Reports: Assistant Director Audit & Risk Management

Key Responsibilities
Managerial / Supervisory Responsibilities
Oversee the formulation, implementation, and review of internal audit policies required to perform independent assessment of systems, controls, and efficiencies in pursuit of the Commission’s strategic goals.
Oversee the implementation of all division programs to enhance the strategic goals and mandate of the Commission.
Oversee the preparation of statutory and compliance reports in order to provide recommendations.
Provide oversight on the review of the Commission’s risk management framework.
Coordinate the development of the division’s budget.
Undertake the implementation of the Commission’s human resource functions.
Provide leadership in fostering synergy, communication, and complementarities in operations, interventions, and strategies within the Commission.
Develop, implement, and maintain a quality assurance and improvement program covering all aspects of the Internal Audit and Risk Division.
Operational Responsibilities / Tasks
Provide secretarial services to the Audit & Risk Committee in line with relevant laws, policies, and guidelines.
Report on the implementation of Audit & Risk Committee recommendations to ensure compliance.
Coordinate special projects including investigations into incidents of fraud and other irregularities, as well as process re-engineering.
Coordinate development of the Annual Audit and Risk Work Plan to guide resource allocation.
Facilitate meetings of the Risk Management Committee to ensure a coordinated approach towards reporting on risks and controls.
Devise and implement effective communication strategies for information flow between staff and other divisions.
Monitor and evaluate governance processes, including work performed by the board, its committees, and executive leadership.
Review and approve periodic reports on internal audit and risk.
Review and approve the utilization of the division’s budget.
Review and report on identified risks pertaining to the division to ensure adequate controls.
Financial & Physical Responsibilities
Financial: Responsible for managing all divisional financial resources and grants to ensure prudent utilization.
Master’s Degree in Commerce, Accounting, Business Administration, Finance, or equivalent qualification from a recognized institution.
Bachelor’s Degree in Commerce (Accounting or Finance option), Business Administration (Accounting or Finance option), Business Management (Accounting or Finance option), Actuarial Science, or equivalent qualification.
Professional Qualifications & Memberships:
Certified Public Accountant (CPA-K) with active registration in good standing with ICPAK, or Certified Internal Auditor (CIA) in good standing with IIA.
Certified Information Systems Auditor (CISA) is an added advantage.
Certificate in Strategic Leadership Development Program (SLDP) lasting not less than 6 weeks from Kenya School of Government or equivalent.
Experience: Minimum 8 years of relevant experience, with at least 3 years at a supervisory level.
Compliance: Must fulfill requirements of Chapter Six of the Constitution of Kenya 2010.
