About the Role
The Anti-Female Genital Mutilation Board (the Board) is a semi-autonomous government agency established in December 2013 following the enactment of the Prohibition of Female Genital Mutilation Act, 2011. It is under the Ministry of Public Service, Youth and Gender Affairs.
The Deputy Director, HRM & Administration will oversee the development, implementation, and review of human resource management and administration strategies, frameworks, work plans, legislation, policies, guidelines, procedures, and regulations.
Key Responsibilities
- Policy & Strategy: Overseeing the development, implementation, and review of strategies, frameworks, work plans, legislation, policies, guidelines, procedures, and regulations on human resource management and administration.
- Organizational Development: Coordinating the development, implementation, and review of the organizational structure, career progression guidelines, talent management, and succession plans.
- Talent Management: Coordinating recruitment, selection, promotions, training, development, compensation, benefits, retention, and separation processes.
- Ethical Compliance: Coordinating the administration of the declaration of income, assets, and liabilities, and the public officer code of conduct and ethics.
- Discipline & Welfare: Coordinating disciplinary control procedures as well as the management and administration of staff pensions, welfare, health, and safety schemes (such as group personal life/accidents and medical cover).
- Public Service Values: Promoting the Values and Principles of Public Service and ensuring full compliance.
- Systems & Audits: Spearheading the establishment and maintenance of a skills inventory, and staff and payroll audits database. Overseeing human resource management information systems (HRMIS).
- Administration: Coordinating office accommodation, registries, administrative services, and the maintenance of a schedule of the Board's assets and properties.
- Asset Management: Ensuring compliance with statutory and regulatory requirements, such as property and motor insurance covers, and identifying obsolete assets for disposal.
- Staff Development: Managing, mentoring, coaching, and developing staff, as well as facilitating capacity building in human resource and administration matters.
