The National Council for Children’s Services (NCCS) is a State Corporation established under the Children Act, 2022. The Council is mandated to regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children. The Deputy Director, Finance and Accounts will play a critical role in strategic financial leadership and the overall fiscal management of the council.
Duties and Responsibilities
- Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan.
- Developing the Council’s budget and continuously monitoring and evaluating its implementation.
- Giving oversight to the Council’s financial affairs and advising the Council on financial planning strategies and policies.
- Ensuring effective and efficient management of the Council’s resources including finances and other assets and liabilities.
- Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Chief Executive Officer and the Council.
- Negotiating with banks, donors and development partners for appropriate support.
- Participating in the development and review of the Council strategic plan.
Requirements for Appointment
- At least fifteen (15) years’ work experience three (3) of which must be at grade of Assistant Director, Finance and Accounts or in a comparable position.
- Bachelor’s Degree in Commerce, Business Management, Business Administration (Accounting or Finance option) or its equivalent qualifications from a recognized institution.
- Master’s Degree in any of the following disciplines: Business Administration (Finance or Accounts option) or any other related field from a recognized University or institution.
- Must have Certified Public Accountants (CPA-K)/ Association of Chartered Certified Accountants (ACCA) or their equivalent.
- Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK).
- Leadership course lasting not less four (4) weeks.
- Practicing license with institute of Public Accountants of Kenya (ICPAK).
- Proficiency in computer applications.
