Deputy Director, Administration

Job Purpose

The Deputy Director is responsible for providing leadership in enhancing the office staff's ability to manage and organize the office effectively and professionally. This includes developing appropriate office and assets management strategies, developing administrative procedures, planning and controlling the administration department budget, and providing general administrative services.

Key Responsibilities and Duties

• Developing and overseeing the implementation of property management, security, and transport policies, regulations, and procedures.
• Overseeing contracted outsourced services, including security and cleaning services.
• Maintaining an updated register of Council assets.
• Scheduling estate maintenance and overseeing the repair and maintenance of buildings, vehicles, and equipment.
• Approving the movement and transfer of Council equipment.
• Assessing security risks and advising management on risk mitigation measures and property management.
• Liaising with external law enforcement officers and relevant organs for security and emergency operations.
• Approving and overseeing the implementation of lease agreements.
• Overseeing the management of the company fleet.
• Overseeing the provision of office administrative services.
• Planning and approving appropriate office accommodation and layout.
• Safeguarding the assets of the Council and applying conflict resolution skills.

Job Competencies and Qualifications

• Academic Qualifications:
  • Bachelor’s Degree in Public Administration, Political Science, Sociology, Business Administration, or equivalent from a recognized institution.
  • Master’s Degree in Public Administration, Political Science, Sociology, Business Administration, or equivalent from a recognized institution.
• Professional Qualifications:
  • Membership in a relevant professional body where applicable.
  • Completion of a leadership course lasting not less than four (4) weeks from a recognized institution.
• Work Experience:
  • At least ten (10) years of relevant work experience, three (3) of which must have been at a management level.
