Role Overview
Trans Nzoia County is seeking a County Chief Officer for Public Service Management. This is a senior executive role where the successful candidate will serve as the authorized and accounting officer for a specific department. Reporting to the respective County Executive Committee Member, the Chief Officer is responsible for the overall administration, strategic direction, and policy implementation within the department to ensure efficient service delivery in alignment with county and national goals.
Key Duties and Responsibilities
Departmental Leadership: Serve as the authorized officer and accounting officer, overseeing the general administration of a county department.
Strategic Execution: Formulate and implement programs specifically designed to attain Vision 2030 and relevant sector goals.
Planning and Development: Lead the development and implementation of strategic plans and sector development plans.
Policy Management: Oversee the implementation of departmental policies and regulations while providing strategic policy direction for effective service delivery.
Governance and Ethics: Ensure departmental compliance with National Values and Principles of Good Governance as well as Values and Principles of Public Service (Articles 10 and 232 of the Constitution of Kenya, 2010).
General Oversight: Perform any other duties as may be assigned by the relevant authorities from time to time.
Requirements for Appointment
Nationality: Must be a Kenyan citizen.
Academic Qualifications: Must possess a Bachelor’s degree from a University recognized in Kenya. A Master’s degree in a relevant field will be an added advantage.
Professional Experience: At least 10 years of professional experience in a relevant field, with a minimum of 5 years served in a senior or managerial position within a large organization.
Professional Membership: Must be registered with a relevant professional body, where applicable.
Strategic Knowledge: Demonstrate a thorough understanding of county development objectives and Kenya’s Vision 2030.
Core Competencies: Must be a strategic thinker, results-oriented, and possess excellent communication, organizational, and interpersonal skills.
Resilience: Ability to work under pressure and meet strict timelines effectively.
Diversity and Inclusion: Ability to work in a multi-ethnic environment with sensitivity and respect for diversity.
Constitutional Commitment: Demonstrate understanding and commitment to the National Values and Principles of Governance.
ICT Skills: Must be computer literate.
