Job Description
The Nakuru County Government is seeking a County Chief Officer. This is a senior administrative role responsible for the general administration and coordination of a county department. The Chief Officer acts as the Authorized Officer of a County Department in respect to the Human Resource Management function and serves as the accounting officer, ensuring efficient service delivery and optimal resource utilization.
Responsibilities
Departmental Administration: Manage and coordinate the respective county department's operations.
Human Resource Management: Act as the Authorized Officer for the department regarding HR functions.
Communication: Ensure timely and efficient communication and coordination of departmental affairs.
Policy Implementation: Implement County Executive Committee resolutions as guided by the Executive Committee Member (CECM).
Service Delivery: Ensure effective service delivery through the implementation of laid-out policies and regulations.
Strategic Planning: Oversee the development and implementation of the department's strategic plans and sector development plans.
Performance Management: Implement the county performance management system within the department.
Resource Management: Ensure efficient and effective utilization of financial, human, and other resources and submit regular statutory reports.
Stakeholder Collaboration: Facilitate effective partnerships with other organs of the county, departments, the private sector, and other stakeholders.
CIDP Alignment: Facilitate the achievement of the goals and objectives of the County Integrated Development Plan (CIDP).
Legal Compliance: Interpret and apply National and County laws and related statutes in line with the County's goals.
Governance Values: Promote and ensure compliance with National Values and Principles of Governance (Articles 10 and 232 of the Constitution).
Requirements
Must be a citizen of Kenya.
Hold a degree from a university recognized in Kenya. A Master’s degree or higher academic qualifications will be an added advantage.
Have at least five (5) years of relevant professional experience in a leadership position in the public service or private sector.
Demonstrate an understanding of the functions, goals, policies, and developmental objectives of County Governments.
Possess demonstrable leadership and management capacity.
Meet the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity.
