About the Role\n\nThe International Rescue Committee (IRC) is seeking a qualified consultant to lead the revision of the Alternative Care in Emergencies (ACE) Toolkit. The primary objective is to produce a streamlined, technically robust, and modular toolkit that reflects the latest evidence and global best practices. The revision will respond to findings from the ACE Survey 2025 and align with inter-agency guidance, including the CPMS and the UN Guidelines for the Alternative Care of Children. The toolkit must remain accessible and adaptable for field practitioners and government stakeholders across diverse humanitarian settings.\n\n### Responsibilities and Duties\n\n\n- Review the 2013 ACE Toolkit, 2025 survey results, and inter-agency guidance from UNICEF, UNHCR, and the Alliance.\n- Develop an inception note including an annotated outline, revision methodology, and a 40-day workplan.\n\n\n- Rewrite and reorganize the toolkit to incorporate up-to-date terminology and standards.\n- Focus on community-led care models, localization, disability inclusion, gender intersectionality, and safer digital practices.\n- Ensure integration with national child protection systems and updated case management tools.\n\n\n- Evaluate over 60 existing tools, proposing updates, removals, or additions based on practitioner needs.\n- Ensure tools reflect standards for assessment, monitoring, and safeguarding.\n\n\n- Collaborate with the UASC Task Force and ACE Task Team.\n- Participate in technical review sessions and organize a final consultation workshop to incorporate inter-agency feedback.\n\n\n- Produce the final ACE Toolkit text and updated tools annex.\n- Develop an Executive Summary and Quick Reference Guide with implementation recommendations.\n\n### Requirements and Qualifications\n\n- Minimum of a BA/BSc/HND in a relevant field.\n- At least 10 years of experience in child protection within humanitarian settings.\n- Proven experience implementing alternative care and Unaccompanied and Separated Children (UASC) programming.\n- Demonstrated experience working at global or inter-agency levels with UN agencies and NGOs.\n- Proven track record of authoring technical guidance, toolkits, or policy documents.\n- Familiarity with the ACE Toolkit, CPMS, UN Guidelines for Alternative Care, IM, BIP, and data protection principles.\n- Excellent technical writing, facilitation, and the ability to synthesize diverse feedback into cohesive guidance.\n\n### How to Apply\n\nInterested and qualified candidates should submit their application through the International Rescue Committee career portal on Workday.
