The Chief Officer for Trade, Tourism, and Cooperatives is the Accounting and Authorized Officer for the department. This senior leadership role is responsible for strategic policy formulation, implementation, financial oversight, and general administration of the county department to support the county's developmental goals and Vision 2030.
Duties and Responsibilities
Serves as the Accounting and Authorized Officer for the Department, reporting to the respective County Executive Committee Member.
Manages the day-to-day administration and coordination of the respective county department as provided under section 46.
Provides strategic policy direction for effective service delivery within the department.
Implements policies and programs within the department.
Develops and implements strategic plans and sector development goals including performance management.
Formulates and implements effective programs to attain Vision 2030.
Promotes and ensures compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
Oversees the management of finances, preparation of budget estimates, annual work plans, and programs.
Maintains effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
Requirements for Appointment
Be a Kenyan citizen.
Must be a holder of at least a degree from a University recognized in Kenya in commerce, marketing, business administration, business management, entrepreneurship, economics, international trade/business/relations, Co-operatives, Tourism, Social Sciences, or any other relevant recognized qualification.
A Master’s degree in a relevant recognized field will be an added advantage.
Must have knowledge, experience, and a distinguished career of not less than ten (10) years in the specific field, five (5) of which must be at senior level either in government or the private sector.
Demonstrate a thorough understanding of devolution, county development objectives, and Vision 2030.
Be conversant with policy formulation and implementation.
Satisfy all requirements of Chapter Six of the Constitution of Kenya, 2010.
