The Chief Officer of Education, Science, Culture, and Arts will serve as the Accounting and Authorized Officer for the department. Reporting directly to the respective County Executive Committee Member, the successful candidate will be responsible for day-to-day administration, strategic policy direction, financial management, and partnership collaboration to ensure effective service delivery aligned with the county's objectives and Vision 2030.
Duties and Responsibilities
- Day-to-day Administration: Oversee the administration and coordination of the respective county department as provided under section 46 of the County Governments Act.
- Policy and Strategy: Provide strategic policy direction for effective service delivery within the department and implement departmental policies and programs.
- Strategic Planning: Develop and implement strategic plans, sector development goals, and performance management structures.
- Vision 2030 Realization: Formulate and implement effective programs designed to attain the goals of Vision 2030.
- Compliance and Values: Promote and ensure compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Financial Management: Oversee the management of finances, preparation of budget estimates, annual work plans, and programmatic budgets.
- Partnership and Collaboration: Maintain effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
Requirements for Appointment
- Be a Kenyan citizen.
- Must hold at least a Bachelor's degree from a recognized university in Education, Science, Arts, Social Sciences, or another relevant field.
- A Master’s degree in a relevant recognized field will be an added advantage.
- Must have a distinguished career with at least ten (10) years of professional experience in the specific field, five (5) of which must be at a senior level in either the public or private sector.
- Demonstrate a thorough understanding of devolution, county development objectives, and Vision 2030.
- Conversant with policy formulation and implementation.
- Satisfy all requirements of Chapter Six of the Constitution of Kenya, 2010.
