Job Description
The Enforcement / Security Officer role at Homa-Bay County Water and Sanitation Company Limited (HOMAWASCO) involves protecting the water company’s assets, infrastructure, staff, and customers. The primary objective is to prevent illegal activities such as unauthorized connections, vandalism, meter tampering, and water theft, ensuring the sustainability and efficiency of the county's water services.
Key Responsibilities and Duties
Patrols and Inspections: Conduct regular patrols and inspections of critical water infrastructure, including pipelines, reservoirs, treatment plants, pump stations, and meter installations.
Enforcement: Identify, investigate, and report cases of illegal connections, meter tampering, vandalism, and water theft. Enforce company regulations and by-laws professionally.
Policy Support: Assist in the disconnection and reconnection processes according to company policy and legal requirements.
Facility Security: Provide physical security at water facilities, offices, and project sites as needed.
Reporting: Record security incidents, collect basic evidence, and prepare detailed reports for management, legal, or disciplinary proceedings.
Collaboration: Work closely with customer service, technical teams, and local law enforcement authorities when managing enforcement cases.
Community Engagement: Sensitize customers and local communities on the importance of complying with water regulations and protecting infrastructure.
Emergency Response: Respond promptly to security incidents, emergencies, and complaints regarding unauthorized access or asset damage.
Professionalism: Ensure personal conduct aligns with company ethics, safety standards, and human rights principles.
Minimum Qualifications
Certificate or Diploma in Security Management, Criminology, Law Enforcement, Public Administration, or a related field.
No criminal record and in good standing with relevant authorities.
Previous experience in security, enforcement, utilities, or community compliance roles is an added advantage.
Training in basic investigation, evidence handling, or conflict management is an added advantage.
Key Skills and Competencies
Strong integrity and professionalism.
Proficiency in observation, investigation, and reporting.
Ability to manage and resolve conflicts calmly and respectfully.
Fundamental knowledge of relevant laws, by-laws, and compliance procedures.
