The Assistant Director, Programme Management is responsible for leading, managing, and coordinating key public sector ICT initiatives and programmes. The role involves participating in the design of the Government Enterprise Architecture (GEA), establishing project governance standards, and guiding Ministries, Departments, Counties, and Agencies (MDCAs) in establishing effective ICT project implementation structures.\n\n### Key Responsibilities\n- Participating in developing the Government Enterprise Architecture, project Governance Standards and guidelines in consultation with user Departments.\n- Ensuring that project charters from MCDAs are consistent with the approved GEA.\n- Providing guidance in the establishment of appropriate project Governance structures in Ministries, Departments, Counties and Agencies (MDCAs).\n- Participating in disseminating the approved programme and project Governance framework to stakeholders.\n- Participating in developing programme and project initiation, delivery and budget documents.\n- Liaising with agencies participating in multi-agency programmes and projects in establishing implementation structures, strategies and plans, resource requirements and benefits plans.\n- Assigning competent programme and project managers to critical programmes and projects.\n- Participating in ensuring that programmes and project stakeholders are well informed and involved in all programme and project activities.\n- Supporting the communication of successful delivery of assigned programmes and projects.\n- Supporting coordination of prompt reporting of programme and projects status and progress.\n\n### Requirements\n- At least seven (7) years of relevant work experience in the Public or Private Sector.\n- Bachelor’s degree in Project Management (or equivalent qualification) plus a certificate in an ICT-related field; OR a Bachelor’s degree in Computer Science, Software Engineering, Computer Engineering, Information Communication Technology, Electronics and Telecommunication plus a certificate in Project Management.\n- Master’s degree in Computer Science, Software Engineering, Computer Engineering, Information Communication Technology, Electronics and Telecommunication, Project Management, or equivalent qualification.\n- Certification in a relevant project management area such as Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified ScrumMaster (CSM), Master Project Manager (MPM), Certified Project Manager (IAPM), CompTIA Project+, or PRINCE2 Practitioner.\n- Certificate in a Management course lasting not less than four (4) weeks.\n- Membership in a relevant professional body.\n- Compliance with Chapter Six (6) of the Constitution of Kenya.\n- Shown merit and ability as reflected in work performance and results.
