Assistant Director, Internal Audit

About the Role

The Assistant Director, Internal Audit will report to the Deputy Director, Internal Audit. The successful candidate will coordinate the delivery of an independent and objective internal audit function by promoting effective risk management, governance, and internal control systems. This role ensures compliance with applicable laws, regulations, policies, and professional standards, and provides assurance and advisory services that enhance the Authority's accountability, transparency, and operational efficiency.

Key Responsibilities

• Audit Coordination: Coordinate internal audit activities within the Authority to ensure effective coverage and alignment with the approved audit plan.
• Process Management: Manage adherence to established processes, systems, and procedures across the Authority to promote compliance and operational efficiency.
• Methodology Improvement: Coordinate the development and continuous improvement of audit techniques and procedures to enhance audit effectiveness and efficiency.
• Inspections & Reviews: Coordinate audit inspections and follow-up reviews to ensure timely resolution of audit findings.
• Reporting: Supervise the validation of annual audit reports to ensure completeness, accuracy, and compliance with professional standards. Coordinate the preparation of quarterly and annual reports for the Department.
• Quality Management: Guide the development and implementation of Quality Management System (QMS) procedures within the department to ensure conformity and continuous improvement.
• Policy & Strategy: Coordinate the formulation, implementation, and review of internal audit policies, institutional strategies, frameworks, and professional practices.
• Compliance Assurance: Ensure the Authority’s compliance with internal audit statutes, government policies, applicable laws, regulations, and regulatory frameworks.
• Risk Management: Coordinate the effectiveness of Enterprise Risk Management frameworks, the Authority's control systems, and the execution of special audits and investigations.
• Stakeholder & Performance Management: Coordinate analysis of the departmental performance and recommend strategies required for improvement. Manage the formulation, implementation, and review of strategies toward stakeholder management. Coordinate the development, implementation, monitoring, and review of a robust performance management system.
• Leadership & Mentorship: Supervise, coach, mentor, and develop staff to foster a high-performing, motivated, and ethical workforce. Undertake performance appraisal and development.
• Strategic Planning: Provide technical input in the development, implementation, and review of the Authority’s strategic plan, vision, mission, and objectives.
• Collaborations: Coordinate the establishment, nurturing, and strengthening of collaborations and partnerships with government agencies, development partners, the private sector, and other key stakeholders.

Terms of Service and Remuneration

• Terms of Employment: Permanent and pensionable terms of employment (for Job Grade PA3 and below).
• Remuneration: An attractive package commensurate with qualifications, experience, and responsibilities, in line with government guidelines.

Mandatory Clearance Documents (Required only from successful candidates on job offer)

• Valid Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
• Valid Certificate of Clearance from the Higher Education Loans Board (HELB).
• Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
• Duly filled and stamped Self-Declaration/Clearance from the Ethics and Anti-Corruption Commission (EACC).
• Valid Clearance Certificate from an approved Credit Reference Bureau (CRB).
