The Young Professional Officer (Green Finance for Youth Employment) will be based in Nairobi, Kenya, and work as part of the RK-FINFA PMU at the National Treasury. S/He will serve as the primary focal point for GFYE and facilitate timely communication and coordination among key project stakeholders, including implementing partners and Participating Financial Institutions (PFIs), to ensure effective project implementation.
Key Responsibilities
Coordination: Identify and classify existing scalable green business models and targeted financial products for young men and women, including vulnerable persons, in collaboration with FSD Kenya.
Implementation: Coordinate reporting of capacity-building activities of the GFYE project and ensure alignment with RK-FINFA in conjunction with implementing partners (AGRA and Cordaid).
Product Development: Support the development and piloting of a Youth Green Financing Product delivered through the GFF.
Stakeholder Engagement: Identify financial products offered by various stakeholders including PFIs and identify synergies.
Technical Inputs: Provide inputs for ToRs for procuring service providers to conduct studies on scalable green business models within the Kenyan food system.
Financial Support: Assist PFIs in developing green financing products for low-income young producers and youth-employing MSMEs.
Training: Design and deliver targeted training programs for PFI staff on green financing for youth investments.
Monitoring & Evaluation: Establish a robust GFYE M&E plan and system, coordinating data collection and aggregation on results frameworks.
Reporting: Prepare quarterly and bi-annual progress reports on GFYE implementation, outreach, and product progress for IFAD and the Project Steering Committee.
Knowledge Management: Develop communication materials promoting lessons learned and successes of the GFYE project.
Supervision: Contribute to annual Supervision and Implementation Support Missions focusing on project achievements and impact assessment.
Requirements
Education: An advanced university degree in Economics, Agriculture, Rural Development, Business Administration, Agribusiness, Environmental Studies, Natural Resources Management, or a closely related field.
Professional Experience: At least four (4) years of progressively responsible and relevant professional experience in rural development, agriculture, economics, private sector development, or rural finance.
Specialized Knowledge: Professional experience in green/climate finance, monitoring and evaluation, value chain development, and youth employment.
Stakeholder Experience: Proven experience working with government agencies, financial institutions, or international development partners.
Skills: Strong analytical, report writing, communication, and collaboration skills.
