Finn Church Aid (FCA) is seeking a WASH Project Engineer to provide professional and technical quality control and supervision during the implementation of emergency rehabilitation of water supply systems and other construction projects for FCA’s drought response in Turkana. The Engineer will periodically assist in preparing tender documents for the water and construction works in close consultation with County Government technical teams including technical drawings, specifications of works, Bills of Quantities and conditions of contracts, and ensure timely completion of project activities. He/She will be responsible for planning, implementing, monitoring, accountability, evaluation and reporting on the Projects’ activities on weekly basis and also participate in all coordination meetings with partners and the County Government departments.
Tasks and Responsibilities
- Project Management: Lead the planning, implementation, supervision, monitoring, and evaluation of project activities. Compile technical progress and situational reports on a weekly, monthly, quarterly, and final basis.
- Technical Oversight: Ensure adherence to approved work, budget, and procurement plans. Review Contractors’ work plans and request revisions to ensure timely completion.
- Coordination: Coordinate and network at the county level with WASH emergency technical groups (WESCOORD), CSG, NDMA, and other forums. Work with authorities to ensure interventions align with WASH in emergency Standards.
- Capacity Building: Support the preparation and conducting of trainings for Water Users Associations (WUAs) to empower sustainable management of water systems and conduct hygiene promotion training sessions.
- Site Supervision: Maintain updated site documentation including timetables (bar charts), site logbooks, instruction diaries, work approval requests, and incident reports. Ensure the contractor is available on-site at all times.
- Quality Control: Ensure testing and quality control of works according to Kenya government regulations, WHO, and SPHERE standards. Organize monthly construction site management meetings and submit narrative, financial, and photographic reports.
- Financial Certification: Check measurements and recommend payments with documentary evidence. Examine contractor claims for time extensions or extra compensation and certify Variation Orders (VO).
- Safety & Handover: Ensure appropriate safety measures are taken on-site to minimize risk to workers and the public. Organize system testing (electrical, plumbing, lightning protection) and assist in issuing practical completion certificates. Facilitate the handover of completed facilities to authorities and beneficiaries.
- Post-Construction: Intervene during the Defect Liability period to fix problems and prepare a maintenance manual for local authorities.
Qualifications and Experience
- Degree in Civil Engineering, Water Engineering or a related field from a recognized institution.
- Minimum of 5 years of relevant experience in WASH and construction, emergency response, and project management.
- Experience supervising construction sites and community work in rural areas.
- Registered with a Professional Body (ERB/IEK).
- Proficiency in MS Office (Word and Excel) and AutoCAD is essential.
- Experience with SAP 2000 and Microsoft Project is an advantage.
- Previous work experience in field operations and donor-funded projects is an added advantage.
- Good understanding of SPHERE and other international WASH in emergency standards.
- Ability to conduct community WASH needs assessments and program planning.
- WASH in schools background is highly desirable.
- Excellent communication (spoken and written) skills and ability to work in multi-cultural environments.
