The Technical Advisor, Emergency Health at the International Rescue Committee (IRC) is a critical role responsible for providing epidemiological expertise and technical guidance during public health emergencies and outbreaks. This position involves surveillance, data analysis, and decision-support to ensure that humanitarian health responses are evidence-based and effective. The advisor will lead epidemiology support across the organization, standardize Monitoring and Evaluation (M&E) systems, and coordinate emergency response resources.
Responsibilities
Data Management, System, Tools, and Learning (40%)
Provide epidemiologic context to emergency health crises by surveilling outbreaks and communicating concerns across teams.
Lead epidemiology support to advise on decision-making, including the analysis and interpretation of disease outbreak measures.
Support the standardization of emergency health M&E practices and the use of epidemiologic databases and surveillance modalities like EWARN and GOARN.
Coordinate and maintain health emergency response resources, technical tools, and dashboards.
Produce biannual reports on health learning from emergencies and conduct trend analyses for health programs.
Partnerships (20%)
Ensure quality and accountability in emergency programming led by local and national partners through training and technical assistance.
Review partner technical tools and reports, recommending process improvements.
Adapt IRC direct implementation tools for partner use and support Emergency Health Coordinators in providing technical guidance.
Integrate partnership considerations into program design and budgeting, promoting the PEERS system.
Country Support (20%)
Deploy to support emergency health programming or outbreak response in large-scale emergencies (up to 6 weeks per deployment).
Conduct rapid needs assessments and evaluate health responses to collect lessons learned.
Train IRC staff and partners on emergency preparedness and response tools.
Business Development and Grant Management (20%)
Lead the development and review of strategic proposals and concept notes for innovative health in emergencies programming.
Manage emergency health response and preparedness awards and sub-awards.
Qualifications and Requirements
Education: Bachelor’s degree in clinical or public health; Master of Public Health (MPH) or equivalent with a background in Epidemiology is required.
Work Experience: At least 5 years of experience in health-related program development and implementation in humanitarian, post-conflict, or low-resource settings.
Specialized Experience: Minimum of 2 years in humanitarian settings. Proven expertise in epidemiology, monitoring, evaluation, learning management, technical tools development, and data analysis.
