Housing Finance Company of Kenya (HF Group) is seeking a Team Leader for Collections in Tenant Purchase Administration. This role is responsible for leading, coaching, and holding the collections team accountable for individual and collective PAR (Portfolio at Risk) targets, fostering a culture of empathy, professionalism, and results, in line with the tenant-centered principles of the Affordable Housing Act, 2024.
Key Responsibilities
- Team Leadership: Recruit, lead, and coach the collections team to achieve individual and collective PAR targets.
- Portfolio Monitoring: Proactively identify tenants showing early signs of financial stress by monitoring payment behavior patterns and maintaining a documented risk watchlist.
- Early Arrears Management: Lead the team in reviewing accounts entering early arrears (bucket 1), ensuring structured outreach within 24–48 hours and documenting action plans by day 30.
- Tenant Engagement Clinics: Manage 31–90-day accounts through structured clinics, negotiating repayment arrangements or restructuring agreements in compliance with internal credit policy and the Affordable Housing Regulations.
- Recovery & Exit Strategies: Develop and implement approved recovery or exit strategies for non-performing accounts, coordinating with external stakeholders like the Affordable Housing Board, auctioneers, and legal counsel.
- Oversight & Reporting: Maintain real-time oversight of the TPS portfolio using analytics dashboards to track bucket migration and produce accurate daily, weekly, and monthly collection reports.
- Compliance & Stakeholder Management: Build and maintain relationships with internal and external stakeholders (e.g., county housing authorities, legal advisors) ensuring compliance with the Affordable Housing Act, 2024, Data Protection Act, 2019, and CBK prudential guidelines.
Principal Outcomes
- Healthy TPS Portfolio with PAR levels consistently within approved thresholds.
- Documented recovery strategies for every delinquent account.
- Error-free daily, weekly, and monthly portfolio performance reports delivered on time.
- A high-performing collections team meeting individual targets and compliant with policy.
- Delinquent accounts restored to performing status through structured engagement.
Requirements and Qualifications
- Education: Bachelor’s degree in Finance, Business Administration, Economics, Law, or a related field from a recognized institution.
- Professional Certifications: A professional qualification in Credit Management, Banking, or Accounting (e.g., AKIB, CPA, ACCA) is an added advantage.
- Postgraduate Training: A postgraduate qualification or certified training in credit risk, debt recovery, or housing finance is desirable.
- Experience: Minimum of 5 years' experience in collections, credit risk, or loan recoveries within a financial institution, housing finance company, or development finance environment.
- Leadership Experience: At least 2 years in a supervisory or team lead capacity.
- Specialized Knowledge: Prior exposure to housing finance, mortgage lending, or tenant purchase schemes is strongly preferred. Working knowledge of the Affordable Housing Act, 2024 and CBK credit risk guidelines is an added advantage.
