The Surveillance Officer for the Strengthening Infectious Disease Detection Systems (STRIDES) project, within the Epidemic Preparedness & Response division, provides support and oversight for the day-to-day implementation of surveillance activities across numerous countries. This role focuses on the development, coordination, and implementation of surveillance activities outlined in the program workplan, specifically covering zoonotic, epidemic-, and pandemic-prone diseases, as well as outbreak investigations at various levels.
Responsibilities
Provide support and oversight for the day-to-day implementation of surveillance activities across numerous countries in the STRIDES portfolio.
Help with the development, coordination, and implementation of surveillance activities outlined in the program workplan, including epidemiological and laboratory surveillance for zoonotic, epidemic-, and pandemic-prone diseases, and outbreak investigations.
Provide technical oversight to country-based technical staff to ensure project activities align with work plans and meet quality standards.
Review and revise project and donor reports and draft publications and external communication as needed.
Coordinate and work with a diverse group of organizations, such as ministries of health, district health staff, and international development partner organizations across assigned geographies.
Demonstrate good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.
Provide input to national guidelines and normative policies, advising governments and partners on best practices in surveillance.
Serve as a regional and country backstop for technical implementation of infectious disease surveillance activities, ensuring alignment with Joint External Evaluation (JEE) results, International Health Regulations (IHR), and other global standards.
Participate in travel and support in-country where needed.
Ensure timely production and dissemination of high-quality data and information, including situation reports, bulletins, and health risk assessments.
Coordinate with technical and program staff to maintain compliance with award requirements and organizational policies.
Support internal learning and development of infectious disease surveillance activities within PATH.
Provide support across infectious diseases surveillance activities as directed by the Senior STRIDES Technical team.
Required Qualifications and Experience
Master’s degree (or its International Equivalent) in epidemiology, public health, veterinary medicine, or a related field from a recognized institution; a veterinary public health background is preferred.
At least 5 years of international experience applying epidemiological principles and methods in the design, implementation, and management of surveillance systems.
At least 3 years of experience working on large USG-funded projects.
Demonstrated experience in zoonotic diseases, surveillance systems, and outbreak investigation and control globally.
Experience supporting national and regional infectious disease surveillance projects, including multi-country coordination.
Experience in supporting infectious disease surveillance and global health security projects is strongly preferred.
In-depth knowledge and practical expertise in public health issues, epidemiological principles, and surveillance systems, techniques, and procedures.
Proven ability to foster cross-country collaboration in epidemiology, surveillance, and response.
Ability to analyze information, identify problems, and recommend solutions or adjustments that consider a country’s individual context.
Ability to work independently and collaboratively in complex environments with multiple tasks, short deadlines, and a strong emphasis on quality.
Strong analytical skills, and experience with DHIS2 use and tool development.
Relevant publications, presentations, and reports.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
