Role Overview
Kenya Railways is seeking a Stores & Inventory Manager to provide strategic leadership in the management of the Corporation's stores, inventory, and supply chain logistics. This senior-level role is responsible for ensuring full compliance with procurement laws (including the Public Procurement and Asset Disposal Act), optimizing inventory levels, and implementing robust logistics strategies to enhance operational efficiency. The manager will oversee risk management, staff development, and the implementation of performance management systems within the department.
Duties and Responsibilities
Ensure strict adherence and compliance with Procurement Laws and the Corporation’s procurement policies and procedures.
Develop and review procurement and asset disposal plans in alignment with the law, managing implementation across user departments.
Lead the review and update of the supply chain disposal policy and procedures manual.
Oversee the preparation of statutory and administrative procurement and asset disposal reports for internal and government use.
Develop and implement the logistics and inventory strategy, ensuring seamless reporting and process alignment.
Formulate supply chain plans, including risk management and contractor performance measurement, to drive efficiency.
Act as the Secretariat for tender evaluation, disposal, and other relevant committees.
Monitor the quality of purchased goods and services and assist in resolving disputes with suppliers or consultants.
Oversee capacity building programs to ensure staff compliance with procurement laws.
Manage stores security programs and review physical security measures periodically.
Provide guidance for responding to procurement disputes involving the PPRA or PPARB.
Implement strategies for quarterly, periodic, and annual stock-taking exercises.
Ensure inventory management systems are efficient in the receipt, inspection, and issuance of goods.
Maintain optimum stock levels and monitor obsolete materials for disposal recommendation.
Oversee records management and health/safety strategies within the stores environment.
Provide technical input for the corporation's strategic plan and organizational objectives.
Supervise, coach, and mentor staff to foster a motivated and professional supply chain team.
Formulate and monitor risk management frameworks to ensure business continuity.
Implement performance management systems and promote ethical corporate culture.
Requirements of the Position
Education: Master’s Degree in a business-related or relevant field from a recognized institution and a Bachelor’s Degree in Procurement and Supplies Management, Logistics, Commerce, Business Administration (Supplies Management Option), Economics, or an equivalent degree.
Professional Certifications: Full membership to KISM or CIPS and must be a Certified Supplies Practitioner by KISM in good standing.
Experience: A minimum of ten (10) years of relevant working experience, with at least five (5) years in Senior Management.
Additional Qualifications: A management course lasting at least four (4) weeks from a recognized institution is an added advantage.
