The Evaluation Coordinator will lead and coordinate all field implementation activities of the STEEP endline evaluation across Kisii, Kakamega, Kisumu, Siaya, Homabay, and Nyeri counties. The role is primarily field-based and operational, focusing on organizing data collection processes, managing county teams, and ensuring high-quality qualitative and quantitative data collection.
Role Purpose and Overview
The coordinator will be responsible for the field execution of the STEEP project's endline evaluation. This includes team management, training, and ensuring data quality across various educational institutions and communities. The coordinator will work closely with the STEEP M&E team to deliver a comprehensive evaluation report.
Key Tasks and Responsibilities
Field Team Recruitment and Management
- Recruit qualified county-based enumerators in Kisii, Kakamega, Kisumu, Siaya, Homabay, and Nyeri.
- Appoint and manage county supervisors responsible for field oversight.
- Ensure gender balance and local language capacity within teams.
- Lead enumerator onboarding and safeguarding compliance.
Training and Field Preparation
- Co-deliver practical training with the STEEP M&E Team for enumerators on survey administration, conducting KIIs and FGDs, and ethical data collection.
- Pilot tools and refine field procedures.
- Guide enumerators on administering translated tools consistently across counties.
- Train qualitative teams on note-taking, audio handling, and transcription standards.
- Establish transcription protocols including formatting, labeling, and confidentiality procedures.
Data Collection Coordination
- Coordinate and supervise data collection across 60 secondary schools and 12 Vocational Training Centres (VTCs).
- Oversee data collection from communities and employers.
- Ensure quality implementation of Surveys, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs).
- Ensure all FGDs and KIIs are audio-recorded and submitted for transcription.
- Supervise timely transcription and translation of qualitative data.
- Monitor field progress and troubleshoot operational challenges.
Preliminary Analysis and Learning
- Conduct rapid preliminary analysis of survey data to inform probing areas for KIIs and FGDs.
- Identify emerging themes requiring deeper probing.
Documentation and Reporting
- Document field processes, challenges, and adaptations.
- Oversee transcription and organization of all qualitative data.
- Compile cleaned datasets and verified transcripts.
- Produce a comprehensive evaluation report summarizing findings and insights.
Required Qualifications and Experience
- Bachelor’s or Master’s degree in Social Sciences, Education, Development Studies, Monitoring & Evaluation, or a related field.
- Demonstrated experience conducting field data collection in remote or resource-constrained settings.
- Strong experience organizing and leading field teams across multiple locations.
- Proven experience in qualitative data collection, including FGDs and KIIs.
- Experience managing enumerators and supervisors.
- Strong documentation and report writing skills.
- Practical experience with community-based research and school-based data collection.
- Fluency in English and Swahili is required.
- Experience adapting research tools into local languages.
- Experience supervising transcription and translation of qualitative data.
- Strong attention to detail in qualitative documentation.
