Tom Mboya University is seeking a highly qualified and experienced Senior Systems Administrator to lead and oversee the institution's ICT operations. This senior role is responsible for coordinating the development and implementation of ICT policies, strategies, and governance structures that align with the University’s mission and automation priorities. The successful candidate will manage critical infrastructure, ensure robust information security, and drive digital transformation initiatives to enhance service delivery across all University departments.
Responsibilities and Duties
- Governance and Policy: Coordinate the development, implementation, and review of ICT policies, strategies, regulations, and standards. Advise management on effective ICT governance structures and ensure compliance with best practices.
- Strategic Planning: Lead the development and implementation of the division’s strategic plans, budgets, and performance contracts. Align ICT plans with the University's automation priorities.
- Infrastructure Management: Oversee service providers in the development of ICT infrastructure and coordinate the design, planning, installation, and maintenance of networks.
- Financial and Resource Management: Recommend the University-wide ICT budget and allocate resources effectively. Optimize cloud spending and adopt cost-effective technology solutions.
- Digital Transformation: Streamline operational processes through digital solutions including automation tools and data analytics. Facilitate the digitization of University records and procedures.
- Security and Disaster Recovery: Lead the design and implementation of strategies to safeguard University data and systems. Monitor information security processes and oversee the ICT business disaster recovery strategy.
- Systems Maintenance: Facilitate the development and maintenance of the University website and other customer-facing systems. Ensure the provision of email, internet, and related services.
- Training and Support: Provide end-user ICT training, technical support services, and capacity building for staff in cybersecurity and digital transformation.
- Vendor and Contract Management: Scrutinize hardware/software license agreements and service-level agreements (SLAs) with internet service providers.
- Reporting: Oversee the preparation and presentation of ICT status reports and quality of service measures.
Requirements and Qualifications
- Minimum of twelve (12) years’ cumulative relevant work experience, with at least three (3) years at the level of a Systems Administrator Grade 12 or equivalent.
- Master’s degree in Information Communication Technology, Computer Science, Software Engineering, ICT Project Management, Computer Engineering, or Information Systems from a recognized institution.
- Bachelor’s degree in Information Communication Technology, Computer Science, Software Engineering, ICT Project Management, Computer Engineering, Information Systems, or Business Management and Information Technology from a recognized institution.
- Relevant technical and professional certification from a recognized institution.
- Registration with a relevant professional body with a valid membership or practicing license.
